- The United States Department of Agriculture (USDA), Office of Procurement and Property Management (OPPM), Procurement Operations Division (POD) is issuing this sources sought as part of market research for a USDA Strategic Spectrum Plan to be used in preparation of a Federal Strategic Spectrum Plan. The Federal Strategic Spectrum Plan, mandated by an Executive Memorandum, dated November 30, 2004, requires that the National Telecommunications and Information Administration (NTIA) produce a Federal Strategic Spectrum Plan that contains the following: 1) Spectrum requirements, including bandwidth and frequency location for future technologies or services; 2) Planned uses of new technologies or expanded services requiring spectrum over a period of time agreed to by the selected agencies; and 3) Suggested spectrum efficient approaches to meeting identified spectrum requirements. The USDA/OPPM/POD is seeking/targeting qualified Service Disabled Veteran Owned Small Businesses, HUBZone Small Businesses, SBA 8(a) Disadvantaged Small Businesses or any other small business that have the capability to provide the above services. Delivery of the USDA Strategic Spectrum Plan is anticipated to be 60 calendar days after contract/task order award with no option periods. Any vendor responding to this sources sought must provide written information on their company?s ability to meet the above requirements; whether the services are available through the vendor?s GSA Federal Supply Schedule or other Government-wide Acquisition Contract(s) (include GSA FSS or GWAC contract number and terms and conditions); applicable NAICS code; and business size. Information should be electronically submitted to Scott C. Wolz, referencing the above solicitation number, at scott.wolz@usda.gov. Telephonic inquiries will not be accepted. All information should be received by the USDA/OPPM/POD contact by close of business, Thursday, June 2, 2005. There is no solicitation document available. The government will not return or pay for any information provided in response to this announcement.
