Description
A draft of the Design-Build-Operate Hebron Regional Wastewater Treatment Plant (HRWWTP)can be viewed at ftp://hwwtp@217.66.242.70. The Password to view the draft document is h1242005. Solicitation Sections A through M are currently under revision and the final version of the RFP document will be available on or about June 29, 2005. A brief description of the project is as follows: 1. Brief. The Hebron Regional Wastewater Plant (HRWWTP) will have the capacity to treat 15,000 cubic meters of wastewater per day. The facility will be constructed on an eleven hectare site. Ultimate development at the wastewater treatment plant site will accommodate twenty years of growth with a total capacity of treating 45,000 cubic meter of wastewater per day. The project includes the construction, equipment, training, start-up, and commissioning of the HRWWTP. A. A wastewater gravity sewer system (6km) from the influent screening/grit station in Hebron to the new wastewater treatment plant south of Hebron. B. A wastewater treatment plant (WWTP) at the South Hebron location including septage receiving facilities, preliminary treatment, primary treatment, biological treatment, disinfection, solids handling, and on-site effluent storage. C. A reclaimed wastewater conveyance pipe (10km), pump station, and reservoir system. D. Excavation for a future sludge monofill. All services necessary to construct , operate, and maintain the conveyance system and treatment plant shall be designed and constructed by the Contractor under this Contract. All facilities constructed under this contract are referred to as ?Phase 1? facilities. Such services include, but are not limited to the following: A. Paved access road to the wastewater treatment plant, B. Emergency standby power for the WWTP, C. Potable water supply (W1) and plant service water (W2) and plant effluent service water (W3) capable of servicing present and future requirements for the WWTP, D. Telecommunications system capable of servicing present and future requirements for the WWTP, E. Administration, control room, mechanical room, electrical room, workshop, storage room, generator room, and laboratory facilities at the WWTP site. F. Two years full WWTP and related facilities operations and also training in operation and maintenance to the Palestinian Water Authority. (Optional) 2. Location: Hebron, West Bank 3. Effluent Characteristics Design Criteria: Upstream the Southern Industrial Area BOD Average dry weather = 966 mg/L Average wet weather = 887 mg/L Annual Average = 932 mg/L Minimum Daily = 215 mg/L Maximum Daily = 1,595 mg/L TSS Average dry weather = 1,800 mg/L Average wet weather = 948 mg/L Annual Average = 1,008 mg/L Minimum Daily = 160 mg/L Maximum Daily = 4,420 mg/L TKN Average dry weather = 197 mg/L Average wet weather = 81.5 mg/L Annual Average = 147.8 mg/L Minimum Daily = 14.3 mg/L Maximum Daily = 269.5 mg/L 5.Treatment Plants? Effluent Criteria Phase 1: BOD5: 20mg/L TSS : 30 mg/L TKN : 50mg/L 6. Description The proposed project comprises the following components. A. Wastewater Treatment Plant: A.1.2 Capacity : Phase 1 Annual Average Daily Flow is 15,000 m3/day Phase 1 Peak Day Flow is 30,000 m3/day Phase 1 Peak Hourly Flow is 42,000 m3/day Phase 1 Low Hourly Flow Design Condition is 2,000 m3/day B. Reclaimed Wastewater Conveyance and Reuse System B.1 On-Site Storage capacity of 15,000 cubic meters B.2 Effluent Storage Reservoir capacity of 1,000 cubic meters B.2.1 Effluent Storage Reservoir Coordinates: B.3 Reclaimed Wastewater Conveyance of 10,000 lineal meters B.4 Effluent Pumping Station capacity of 625 m3/hour. C. Wastewater Gravity Sewer System: C.1 South Hebron Wastewater Gravity Sewer System See Figure 1 C.1.1 1000-mm diameter sewer gravity pipe: 5,750 lineal meters. A firm fixed-price design-build-operate construction contract is contemplated for this facility. Estimated contract period is September 2005 through August 2008, exclusive of O&M options.
