- This publication serves as a notice that the U.S. Environmental Protection Agency (EPA) will issue a solicitation for the Wyckoff Replacement Groundwater Treatment Plant (RGWTP). The Wyckoff Replacement Groundwater Treatment Plant (RGWTP) is designed to remove free oil/product, polynuclear aromatic hydrocarbons (PARs), and pentachlorphenol (PCP) from groundwater pumped to the treatment plant from existing groundwater extraction wells. The RGWTP will also treat stormwater that falls on decontamination and containment pads associated with the existing and new treatment plants. Work under this contract includes includes building modifications, flow equalization, dissolved air flotation, media filtration, activated carbon adsorption, solid digestion, solids filter press dewatering and process support systems. Also included is procurement and installation of related equipment, disassembly, relocation, and reassembly of government-furnished products, piping, fabricated metalwork, painting, electrical, heating and ventilation, plumbing, instrumentation and control, sitework, and other appurtenances necessary to construct a RGWTP. Demolition activities include building slab removal and modifications to architectural features. Finally, work also includes performing programming of applications software for certain portions of the Process Instrumentation and Control System. EPA anticipates issuing invitations to bid utilizing a 8(a) competitive procurement process and the North American Classification Standard (NAICS) code for this requirement is 562910. EPA will not issue a paper solicitation for this acquisition. Therefore, the purpose of the FedBizOpps announcement is to notify potential bidders of EPA's requirement and to direct interested parties to the EPA's "Business Opportunities with EPA" Internet World Wide Website at http://www.epa.gov/oam/index.htm. where the solicitation will be posted on or about June 17, 2005. The contract type to be awarded will be a Firm-Fixed-Price contract to the responsive and responsible bidder offering the lowest price to the U.S. Government.
