Description
The United States Environmental Protection Agency Office of Acquisition Management will issue a solicitation for technical assessments for Coal Mine Methane (CMM) Recovery and Use Option Projects, regional level feasibility assessments, outreach support, and policy and market impact studies support for EPA's Office of Air and Radiation (OAR), Office of Atmospheric Programs (OAP), Climate Change Division (CCD), Non-CO2 Programs Branch. CCD initiates programs to support commercialization of technologies and practices that will make systems more efficient, reduce emissions of the radiatively active trace gases, thereby reduce the future risks of climate change. The primary goal of these programs, individually and collectively, is to reduce emissions of greenhouse gases and other pollutants through reduced energy consumption, and to focus on opportunities to increase energy efficiency and profitability by employing technologies that capture and use methane. The contractor shall provide all related services; direct or indirect, domestic or international to support the mission of CCD with respect to CMM and Methane to Markets Partnership. Services to be performed are: technical, economic, financial, market, regulatory and legal feasibility assessments; project identification and technology transfer; outreach support; modeling, tracking, database and information dissemination support; research; web page, meeting, conference, and administrative support; information releases; policy, legal, regulatory and market impact studies; and international and domestic CMM inventories. The Government anticipates awarding multiple fixed rate indefinite delivery/indefinite quantity contracts to support this requirement. This requirement is a total set-aside for small businesses. The North American Industry Classification Standard (NAICS) Codes are 541330 and 541690. Each contract is anticipated to have one 12-month base period and four 12-month option periods. The total estimated value of all is $12,000,000 to $15,000,000 for the base and all option periods. Request for Proposal (RFP) PR-HQ-05-11084 is anticipated to be released on or about June 13, 2005. All contracts will be awarded from one RFP. The purpose of this notice is to notify potential offerors of EPA's forthcoming requirement. Note that offerors with financial and/or business relations with power generating companies, natural gas providers, developers of emerging CMM technologies, and other point source emitters of methane may have an Organizational Conflict of Interest rendering them non-responsible. This notice, the RFP, amendments, and other information related to this procurement will also be posted on the EPA Office of Acquisition Management website, at the following address: http://www.epa.gov/oamhpod1/admin_placement/0511084/index.htm. Interested parties are to monitor the Internet site for the status of this solicitation and shall download the solicitation and any related documents from the Internet site as hard-copies of documents will not be provided without written certification that Internet capability is unavailable. All information related to this procurement will be available at this link through the date of contract award. The anticipated award date for all contracts is on or around August 31, 2005. Contract award will be made on best value basis with technical being of greater importance than cost or price.
