Description
The Naval Sea Systems Command (NAVSEA) intends to conduct a full and open competition for the AN/SQQ-89 production and design agent contracts, resulting in the award of two contracts to the same vendor in FY07. One RFP will contain requirements for the production of thirty four (34) AN/SQQ-89A(V)15 Systems for the back-fit market, plus options; production of four (4) AN/SQQ-89A(V)15 Systems for FMS, plus options; production of four (4) AN/SQQ-89A(V)15 Tech Refresh kits for shore sites; production of one (1) AN/SQQ-89A(V)15 partial System for a shore site; non-recurring engineering effort for integration of the above systems. The second RFP will provide for the procurement of system engineering and design agent services. Draft RFPs will be available on the NAVSEA website on or about 20 July 2005. Industry comments on the draft RFPs shall be submitted in writing to the POC within thirty calendar days after the date of release of the draft RFPs. Comments received after th! at date might not be considered. Response to Sources Sought: Interested potential sources should respond by indicating their ability to meet the following screening criteria: a) Knowledge and Understanding of AN/SQQ-89 and/or similar systems, b) Experience in integration of SW applications and functions, c) Experience in COTS-based and Open Architecture hardware designs, d) Experience in mapping software to hardware and structuring a testing approach that demonstrates compliance with system requirements, e) Experience in managing Floating Technology Refresh, f) Experience in fabricating, integrating and testing production systems, g) Software management expertise (Configuration mgmt, SW trouble report tracking and correction, Logistic support), h) Experience in supporting NAVSEA Integrated Logistics Support procedures and requirements. Interested potential sources should provide their responses to the above screening criteria, in writing, no later than 5:00 pm EST, 15 June 2005 and should not exceed 10, on! e-sided, 8.5 x 11 inch pages, with font no smaller than Courier New size 12. A source's capability package should clearly indicate the source's intent to be either a prime contractor or subcontractor. Sources interested only in subcontractor opportunities should briefly identify relevant experience and expertise in a two-page vice 10 page response. Sources should also indicate whether they are a large business, small business, or a small disadvantaged business. Sources are also requested to identify any on-going Government contract vehicles they may have for the same or similar work. Please include the name and number of the on-going contract, contract scope, contract type, period of performance! , contract deliverables, dollar thresholds and limitations, the issuing Government agency, and the name and telephone number of the Contracting Officer. This synopsis is for information and planning purposes only and does not constitute a Request for Proposal (RFP) nor does its issuance restrict the Government as to the ultimate acquisition approach. The Government will not reimburse the contractor for any cost associated with preparing or submitting a response to this notice. This RFI is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable.
