Description
SOLICITATION IS AVAILABLE FOR DOWNLOAD AT http://esol.navfac.navy.mil. Proposal due date remains 27-May-2005, close-of-business. The project will consist of preparation of a suitable seedbed, seed native and non-invasive vegetation, control noxious weeds and irrigate until the plants are well established. After establishment of native and non-invasive plant species is achieved (2 years) the water rights will be removed. Irrigation water will be temporarily transferred by the Navy to the 300-acre buffer zone until native plant species are established. Native and non-invasive plant communities at NASF typically consist of salt desert shrubs, Four-wing Saltbush, Shadscale, Greasewood, Quailbush and perennial bunch grasses such as creeping wild rye, wheatgrass, and alkali sacaton. The precipitation average in this desert is 5 inches per year. To control the soil erosion and restore the native habitat, the weeds need to be controlled and the 300 acres replanted. This project shall convert old agricultural lands, 300 acres, to native and non-invasive vegetation. Irrigation water is available from the Truckee-Carson Irrigation District (April-November). Graded border irrigation is the method of irrigation used in this valley. This parcel was irrigated last in 1998. Re-vegetating Agricultural Outleases with native and non-invasive plant species complies with the Environmental Assessment (EA) for the Management of the Greenbelt at NAS Fallon, The NAS Fallon Agricultural Outlease Land Management Plan, State of Nevada and Churchill County dust control regulations.
