Description

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This request is being issued as a Request for Quotations #Q8306050647. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAR) 2005-03, dated April 11, 2005. FAR clauses and provision are available through Internet access at http://www.arnet.gov/far. This solicitation is set-aside for Hub Zone Firms. The North American Standard Industrial Classifications System (NAICS) code is 331111. The following is a description of the requirements for this acquisition: ITEM #0001: 4000 each "T" Post, 6 ? ft. lengths at 1.33 pound per foot with anchor plates, using ASTM A702 standards and galvanize per ASTM A123: ITEM #0002: 2000 each "T" Post, 7 ft. lengths at 1.33 pound per foot with anchor plates, using ASTM A702 standards and galvanize per ASTM A233; ITEM #0003: 2000 each "T" Post, 9 ft. lengths at 1.33 pound per foot with anchor plates, using ASTM A702 standards and galvanized per ASTM A233 standards; ITEM #0004: 4000 each galvanized anchors, 26" length with anchor plate, 3/8" hole drilled 8" below the top of the anchor, edge of hole not more than 3/8" from the outside edge of the post. Anchors must be hot-dipped after holes are drilled. FOB DESTINATION: Hawaii Volcanoes National Park, 1 Crater Rim Drive, Hawaii National Park, HI 96718 by AUGUST 31, 2005. Quoters/Bidders must review and comply with the FAR Provisions or Clauses that apply to this solicitation. The following clauses or provisions are specifically referenced and are required in the response to this solicitation: 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS: 52-212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS, a completed copy of the provision at 52.213-3 must be submitted with the bid/offer; 52.212-4, CONTRACT TERMS AND CONDITIONS-COMMERCIAL ITEMS; 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS-COMMERCIAL ITEMS; the following clauses are also applicable: 52.219-3 Notice of Total Hub Zone Set-Aside (Jan 1999),;52.222-3 convict Labor; 52.225-13, Restrictions on Certain Foreign Purchases; 52-233-3, Protests after award; and the following paragraph (b) clauses added: 52.222-21, Prohibition of Segregated Facilities (2/99); 52.222-26 Equal Opportunity; 52.225-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-37 Employment Reports on Disabled Veterans of the Vietnam Era; 52.225-3 Buy American Act-North American Free Trade Agreement-Israeli Trade Act-Balance of Payments Program with alternate 1; 52.232-33, Payment by Electronic funds Transfer - General Contractor Registration. Contractors are required to register or update their registration at the Central Contractor Registration website at www.ccr.gov. The registration is required to receive contract award and will facilitate payment. Quotes will be evaluated on price and delivery.
