- The U.S. Department of the Interior's Minerals Management Service (MMS), Procurement Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award a contract on a sole source basis to the Alaska Department of Fish and Game for a base year and three option year periods. This contract shall be awarded in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. MMS anticipates awarding said contract to Alaska Department of Fish and Game for MMS' Satellite Tracking of Bowhead Whales requirement as specified below. This contract calls for the State of Alaska Department of Fish and Game (ADF&G Principal Investigators, Ms Lori Quakenbush and Dr. Robert Small) to work in collaboration with the Alaska Eskimo Whaling Commission (AEWC), Native Alaskan subsistence whalers and the North Slope Borough, Department of Wildlife Management (NSBDWM) to obtain necessary research permits, instrument bowhead whales with satellite transmitters (PTT's), and to monitor the whale's movements. These findings, together with findings from previous studies, are to be analyzed and used by the Investigators to provide insight into certain bowhead behaviors, including: routes of migration, temporal patterns of migration, speed of travel, and residence times. Data will also provide information relevant to management decisions about bowhead population stock definition. The study must be highly coordinated among the above parties, and have a strong public outreach component, so as to minimize the chance of any impacts on Alaska Native subsistence activities taking place in the study area during the time of the study. The Alaska Department of Fish and Game has created and leads collaboration necessary to accomplish this research. Undertaking the proposed study requires an unusual degree of coordination between Federal and State agencies, the NSB, and Native Subsistence whaling organizations and boat captains. The PIs, Quakenbush and Small, are both senior marine mammal biologists with extensive publication records and considerable experience using satellite tracking technology on a variety of species, including beluga whales. They have excellent rapport with the NSB and Alaska Native community that has been established over decades of close cooperation. This notice is not a formal solicitation. This synopsis is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the government.
