Description

The Bureau of Land Management, National Interagency Fire Center, will release a solicitation, for the replacement of approximately 19,000 sq. ft. of bituminous asphalt section, in the area of the main warehouse loading/parking lot. Contractor shall furnish all labor, equipment, supplies and materials, to include the removal and disposal of old asphalt materials from the Government facility. Work shall be located at the Bureau of Land Management, National Interagency Fire Center(NIFC), at the Gowen Field Air Port, Boise, Idaho. This solicitation is 100% set a side for small business, under NAICS code, 237310, Highway, Street, and Bridge Construction. Small business classification per SBA table, is 28.5 million dollars. Davis-Bacon Wage determination at time of award, shall be enforced for this contract. The solicitation package will be made available electronically on June 2, 2005 from the Electronic Commerce site: "http://ideasec.nbc.gov". Contractors must be registered and active at the Central Contractor Registration website at: www.ccr.gov to participate, receive notifications of amendment, award notification, and to facilitate payment. Payment by Electronic Funds Transfer (EFT) is mandatory for this contract. No hard copies will be sent. The anticipated solicitation closing is July 1, 2005. This contract award may be made by July 26 ,2005 and the contract period of performance shall begin no later than September26, 2005 with pre-construction meetings. Depending on unforeseeable possibility of Extreme Fire Activity during the summer months, a performance delay on this contract may extend the anticipated completion period through November 4, 2005. There will be an on-site inspection scheduled for the first week of July. This information will be announced in the formal solicitation. All contractors wishing to participate in this contract action, must attend the on- site inspection, at the time/dates specified only. This construction contract is estimated to be under $100,000.00, but any construction contract exceeding $25,000.00, requires 100% payments protection bonding with a surety approved through the US Treasury, or alternative payment protection, as recognized in FAR Part 28.201, prior to the Notice to Proceed. NIFC is a secure federal facility and all access is restricted through security checkpoints and gate. All vehicles and persons are subject to search prior to access to the facility. BLM Contracting Officer/C.O.R. must request contractor entry authorization by name and a Picture/Photo Identification is required to obtain vehicle and visitor pass access for entry onto this installation.
