- The U.S. Army RDECOM Acquisition Center, Natick Contracting Division in support of the U.S. Army Combat Readiness Center has a requirement for the development and implementation of an Army Safety Program. This synopsis is for commercial items/servi ces prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This document incorporates provisions and clauses in effect through Federal Acqui sition Circular 97-20. Work is to be accomplished for the U.S Army Combat Readiness Center, (CRC) Ft. Rucker, AL. Bldg. 4905, 5th Avenue, Ft. Rucker, AL 36362. The CRC is the Armys focal point for analyzing accident, serious incident and combat loss reports, identifying lesso ns learned and tactics, techniques and procedures (TTPs) to mitigate and prevent future losses. The CRC is concerned with loss prevention and with the safety of Army operations and systems. The CRC is responsible for the establishment of new processes le veraging information from Army organizations to collect, distill and distribute knowledge about losses that affects combat readiness. Additionally, the CRC is responsible for Army loss and accident investigations, which include reporting, collection, anal ysis and dissemination of loss and accident information. The investigative process contains two integral parts, which are investigation and analysis. The investigation step includes the deployment, operation and training of investigation teams, while the analysis step is the analytical support of recorded data (Digital Source Collector/Data Recorder (DSC/DR), etc.), analysis of crash dynamics, and training of personnel in data interpretation and rapid delivery of this information to Commanders. The Government anticipates that this requirement will be a Full and Open, Unrestricted acquisition, however, the Government reserves the right to change the solicitation procedure. A solicitation RFP will be released on or about June 20, 2005, with proposa ls due on July 19, 2005 at 12:00 PM EST. The Standard Industrial Code (SIC) for this procurement is 8748. The applicable North American Industry Classification System (NAICS) Code is 541690; the small business size standard is $6 million per year. Firms sh all not be reimbursed for any costs associated with proposals. The Government envisions that a single Time and Material (T&M) contract will be awarded as a result of this Request for Proposals (RFP). The Government anticipates a Base Performance Period o f one year, with Four Option years. The RFP and Statement of Work (SOW) will be posted to the US Army RDECOM-Natick Website at https://www3.natick.army.mil (Go to Business Opportunities, then to Upcoming Acquisitions, then to solicitation number W911QY-05- R-0010 ), on or about 20 June, 2005. When released, the solicitation, including all amendments, and applicable documents will only be available in electronic medium at the above referenced web page.
