Description
This update of 24 May 05 is for the purpose of notifying all potential offerors that AF Mandatory Procedure 5315.3, dated 17 May 05, is now available at the PIXS repository for this solicitation. **************************************************************************** This update modifies the synopsis released today (6 May 05)by correcting the description of the solicitation synopsis below. In the second paragraph, first line, delete the word "presolicitation" and substitute the word "preproposal" therefor. ***************************************************************************** SOLICITATION SYNOPSIS This is a solicitation notification of a proposed contractual action for Air Force Research Laboratory Structures Division (AFRL/VAS) Experimental Validation (Test)and Logistics Support at WPAFB, Ohio, as previously advertised in a presolicitation notice. The United States Air Force is requesting proposals for this project and hereby releases Request for Proposal FA8601-05-R-0022, dated 6 May 05, and related documents. The time and date for receipt of proposals is no later than 5:00 P.M. 6 Jun 05. Offerors should address all questions concerning this solicitation to the buyer, Mr. Lynn A. Jefferies, 88 CONS/PKPB, telephone (937) 257-6478, x4388, or, in his absence, to the Contracting Officer, Ms. Catherine A. Doyle, telephone (937) 257-6478, x4300. The proposed contract will be a Time and Material contract with cost reimbursement CLINS for material purchases and travel and one firm, fixed-price CLIN for a contractor quality control plan. The proposed performance period is for one year beginning on 1 Oct 05 with four option years. This procurement is a 100% set-aside for Small Businesses. A presolicitation conference is scheduled for 23 May 05. Prospective offerors who plan to attend this conference must send notification no later than 17 May 05,in accordance with AFFARS Provision 5352.215-9001, "Notice of Pre-Bid/Pre- Proposal Conference," which is found in Section L-II of the RFP. ***************************************************************************** 5 May 05 update. The anticipated release date for the solicitation is 6 May 05. The most recent update (11 Apr 05) erroneously stated the date for the preproposal conference. The correct date is 6 May 05, not 8 May 05. The anticipated date for the release of the solicitation is 21 Apr 05. The preproposal conference is rescheduled for 6 May 05 from 9:00 A.M. to approximately 3:00 P.M. Details on the preproposal conference will be included in the solicitation. **************************************************************************** This is a Presolicitation notification of proposed contractual action prior to the release of Request for Proposal FA8601-05-R-0022 in accordance with Federal Acquisition Regulation (FAR) 5.203(a). The United States Air Force, Air Force Research Laboratory (AFRL) Air Vehicles Directorate?s Structures Division (AFRL/VAS)is soliciting proposals for test and logistics support services. The proposed contract is for a base year with four option years. The overall proposed contract type is Time and Material, with any required travel and materials purchased to be cost reimbursable. The proposed contract is to be awarded on the basis of the full tradeoff procedures authorized by FAR Part 15, as supplemented, and AF Mandatory Procedure 5315.3. This solicitation will be a 100% Set-Aside for Small Businesses. The applicable NAICS Code is 541380, and the applicable Small Business Size category is $10M. The test support services proposed for the contract consist of professional engineering and technical support services. Test customers served by the Structures Division include private companies, USAF organizations, the National Aeronautics and Space Administration, and other Federal Government agencies. The specific programs supported include basic research and exploratory and advanced development of technologies necessary to solve critical structural problems for current and future Air Force weapons systems, platforms and support equipment. The test support contractor must have the capability to perform the following test support functions: the design, fabrication, assembly and calibration of test equipment; the operation, fabrication, modification, maintenance, repair and overhaul of specialized devices, test systems, facilities and structures; experimental test planning, design, setup, inspection, tear down, documentation, analytical methods development and data reduction and analysis. The logistics support services include the acquisition of test articles, expendable test supplies, unique materials, custom devices, and specialized tools as well as commercial off-the-shelf computer hardware and software. Additional logistics functions include equipment maintenance and management, preventive maintenance inspections, stock management, tool management, and hazardous materials and waste management. A draft Performance Work Statement is posted with this notice. Drafts of Section L (Instructions to Offerors) and Section M (Evaluation Factors) of the solicitation are expected to be posted at this site on or about three days after the release of this notice. Potential offerors are encouraged to send comments or questions concerning these draft documents. The anticipated solicitation release date is on or about fifteen calendar days following the release of this notice. The anticipated proposal due date is on or about thirty calendar days following issuance of a solicitation. Local Notes B, E, and G apply.
