- OR FWS TUAL 10(2), Trails and Wildlife Viewing Facilities, Tualatin River National Wildlife Refuge,Oregon . THIS SOLICITATION IS OFFERED FOR FULL AND OPEN COMPETITION ON AN UNRESTRICTED BASIS. The solicitation will be issued under Federal Acquisition Regulations (FAR) Part 15 ? Contracting by Negotiation. The Government will award a firm-fixed price contract to the responsible offeror whose offer, conforming to the Request for Proposal (RFP), will be the Best Value to the Government, price, and other factors considered. THE EVALUATION AND AWARD CRITERIA HAVE BEEN PUBLISHED. THIS WORK CONSISTS OF constructing trails, pedestrian bridges, and viewing areas within the refuge. THE PROJECT INCLUDES Trail Construction: It will be necessary to use specialized equipment and labor to construct the trails and maintain the impacts within the areas allowed. Pedestrian Bridges: Two pedestrian bridges, 70 and 80 feet long, will be constructed across active drainages. These bridges are to be constructed from polymer composite materials assembled on site. The bridges will be constructed across the drainages without using instream supports. In addition, impacts to the overhanging tree branches will have to be kept to a minimum. Wetland Observation Deck: The wetland observation deck is a concrete slab deck supported on drilled micropiles. The shape of the deck is a continuous curve and encircles several large trees. Fishing Platform: The fishing platform is another concrete deck structure. This one will cantilever over the Tualatin River and be supported on driven steel pipe piles. 20,500 square feet of Clearing and other smaller items of work. PROJECT IS LOCATED approximately 1 mile north of Sherwood, Oregon. Work shall be completed by November 2005. Estimated PRICE RANGE is between $500,000 and $1,000,000. DOTs Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $750,000 with interest at prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
