Solicitation No. DTFANM-05-R-00027 Amendment No. 1 - Change the first sentence of the paragraph preceding the "Description of Work" to read: "The purpose of this Screening Information Request (SIR) is to seek competent and qualified contractors to establish the CAT I ILS Phase I Project, Runway 16L, at the Eugene Airport - Mahlon Sweet Field, in Eugene, Oregon." Screening Information Request (SIR) for Establishment of the CAT I ILS Phase I Project, Runway 16L, at the Eugene Airport - Mahlon Sweet Field, in Eugene, Oregon. The purpose of this Screening Information Request (SIR) is to seek competent and qualified contractors to perform renovation work on the 1st floor of the Administrative Wing. The Screening Information Request (SIR) is 100% set-aside for Socially and Economically Disadvantaged Businesses (NAICS 238210). Socially and Economically Disadvantaged Businesses (SEDB) competing on this acquisition shall be in good standing with the Small Business Administration. Certification documents are required for award consideration. Description of Work: This project consists of constructing foundations, ductbank and vaults, roads and parking areas and secondary electrical service to support the installation of a localizer and Precision Approach Path Indicator (PAPI) on a new runway under construction at the Eugene - Mahlon Sweet Airport. The localizer has two large, approximately 106 feet by 8 feet wide, antenna array foundations that are to be constructed along with the associated ductbanks. A government furnished localizer shelter must be set on a foundation and connected to electrical service and grounding. Approximately 6,000 feet of ductbank must be constructed from the localizer shelter to a point near where the PAPI is to be constructed. A PAPI power and control station and four Light Housing Assemblies (LHA's) must be constructed. Electrical service shall be routed to the PAPI in buried conduit from the Utility transformer at the North End of the new runway. Finally, fiber optic cable must be pulled into ductbanks from the localizer shelter to the Air Traffic Control Tower. Estimated range: $250,000 to $500,000. The solicitation issue date will be approximately May 31, 2005. Estimated construction start date is July 11, 2005. Contract duration for completion of all work shall be 75 calendar days.
