- The announcement is amended to update and clarify the requirement as announced and to make certain minor corrections. Specifically, the Government, rather than the contractor, will create the shopping list previously discussed; data from health food stores may not be available at an acceptable cost; the requirement is removed for special market reports as needed; the acquisition likely will NOT be incrementally funded; and a single database must be created by the contractor and delivered, because compilations of existing databases are not adequate to fulfill this program need. The RFP release and proposal due dates are not changed. The text of the announcement is hereby restated to read as follows: The Center for Food Safety and Applied Nutrition (CFSAN), of the Food and Drug Administration (FDA) has a requirement for the Food Label and Package Survey (FLAPS). A contractor is sought to provide a single, computerized marketing database that contains annual dollars sales, units sales, and product descriptors (nutrient content claims) at the product class, brand, and item level of processed, packaged foods and dietary supplements from supermarkets, drug stores, and mass merchandisers. In addition, data from health food stores and other sources of dietary supplements are desired if available. The database shall be representative of the US food and dietary supplement market. Subsequently, the successful contractor shall purchase a portion of approximately 1300 food products for the FLAPS sample. A single cost-reimbursement contract award is anticipated for eighteen (18) months. The Request for Proposals (RFP) will be available on or about 15 days from the date of appearance of the original announcement, with a proposal due date thirty (30) days after the RFP release. The RFP will be made available at the single government point of entry, FedBizOpps or www.eps.gov, only; hardcopies will not be provided. Any responsible offeror may submit a proposal in accordance with the RFP instructions for consideration by the Government. This announcement does not commit the Government to award a contract. No collect calls will be accepted. No facsimile transmissions will be accepted.
