Description
Notice of Intent to negotiate a sole source contract with the University of Washington, Aquatic & Fisheries Science for NOAA, National Marine Fisheries Service (NMFS) to participate in the Willamette-Lower Columbia and Interior Columbia River, Technical Recovery Teams (TRT) Background and Objective. Provide scientific and technical support to NMFS for the management, conservation, and wise use of the Northwest region's marine and anadromous resources. The Willamette-Lower Columbia and Interior Columbia Technical Recovery Teams (TRTs) are multi-stakeholder groups created by NMFS in 2000 to conduct technical analyses and develop biologically based delisting criteria for Ecologically Significant Units (ESU) listed under the Endangered Species Act. The TRTs work with state, tribal and local government scientists to amass data, conduct analyses, and draw biological conclusions about the status and desired future condition of listed salmonid ESUs. Much of the development and support of technical analyses used by the TRTs is conducted by staff at the NWFSC. The NWFSC and TRT?s are developing analytical approaches to answering questions related to quantifying the present status of populations, describing biologically based ESU recovery goals, and technical approaches suggesting which actions are sufficient for achieving recovery. Such analyses include quantitative and relative qualitative approaches, some of which have already been developed and others that are in early stages of implementation. This notice may represent the only official notice. This is a simplified acquisition with an estimated value of less than $100,000 ****The Western Administrative Support Center Acquisition Management Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
