Description
The government intends to award a firm-fixed-price construction contract. This will be a full and open competition using Performance-Price Tradeoff evaluation factors to determine the successful offeror. APPROXIMATE ISSUE DATE: 14 March 2005 Briefly and without force or effect upon the contract documents, the work of this contract can be summarized as follows: Electrical: • Remove and dispose of existing Computerized Airfield Lighting Control System (CALCS) from Air Traffic Control Tower (ATCT), Base Operation (Base Ops.) and Electrical Vault. • Provide and install new CALCS for ATCT, Base Ops, Contingency Tower, Electrical Vault, and Mobile Controller. • Provide and install Radio Frequency Back-up system between ATCT, Contingency Tower, Electrical Vault, and Mobile Controller. • Provide and install all new conduit, wiring, light base, and new remote control system for existing and new Runway Guard Light (RGL) and existing Instrument Landing System (ILS) signs for “Runway 14” at intersection of “Taxiway A” and “Alert Taxiway”. Electric airfield cable shall be long enough at light base to remove transformers for maintenance. • Provide and install new remote control lighting system for two existing Arrester/Barrier lights. Electric airfield cable shall be long enough at light base to remove transformers for maintenance. • Test compatibility and performance of existing fiber optic cable with proposed CALCS system. Provide and install new fiber-optic cables from Base Ops to Electrical Vault and from Air Traffic Control Tower to Base Ops as required. Provide and install new patch panels in Air Traffic Control Tower and Base OPS as required. • Provide and install new fiber optic cable from Base Ops to Contingency Tower. • This contract requires 4 areas of expertise. They are as follows: A) Airfield Lights and Circuits B) Computerized Airfield Lighting Control Systems C) Fiber Optic Cable D) Radio Communication Systems The change over from the existing Airfield Lighting Control System to the new CALCS system will have to occur over a weekend. Contractor Shall provide a factory representative to supervise testing and startup of new CALCS system. Place of Contract Performance: Hill AFB, UT.
