- he Department of Defense Education Activity (DoDEA) intends to negotiate a sole source contract with Teaching Strategies, Inc of Washington, DC CAGE (0MCZ0) for its proprietary on-line assessment system, Creative Curriculum, for pre kindergarten. This action is sought under the authority of FAR 6.302 as a change in the service provider at this time can not be completed without a serious failure to the DoDEA mission ? a new assessment system would not allow for a baseline of continuous data, the cost would be significant and not in the best interest of the Government. This notice is not a request for competitive proposals. THERE IS NO SOLICITATION. However, interested parties may respond to the requirement or submit a proposal by the response date of this notice. Responses received to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement would be in the best interest of the Government.
