Description
The Library of Congress, Congressional Research Service(CRS) has a requirement for expert assistance to transition Legislative Information System metadata and full-text documents to XML, optimized for searching, while at the same time retaining all current LIS search functionality. This assistance includes the following tasks: /1.Submit a Project Management Plan including project milestones and proposed times for completion; /2.Work with CRS, the Library of Congress, the Senate, and the House to create XML Schemas for full-text legislative documents, optimized for searching, to be used at the Library of Congress; /3.Work with CRS, the Library of Congress, the Senate, and the House to create XML Schemas for metadata, optimized for searching; /4.Work with CRS and Library of Congress staff to convert existing metadata to XML, advising on the best way to store and view the metadata in XML format within the existing infrastructure and the best way to transition the entry and management systems of CRS, the Senate, and the House to add metadata to the new XML structure, while at the same time continuing to support the existing Oracle databases; /5.Work with CRS and the Library of Congress to enhance xLIS?the data entry and management system that CRS uses to add metadata to Oracle databases?so that data may be created and managed in XML; /6.Design web services for sharing metadata and full-text documents in XML; and /7.For all LIS databases, develop cross-Congress search pages that are dynamically populated from XML databases according to criteria selected on the search page.// The Solicitation will be available on-line on or about May 16, 2005 and all proposals will be due on June 24, 2005. PROPOSAL SUBMISSION AN ORIGINAL AND SEVEN (7) COPIES OF TECHNICAL PROPOSAL AND AN ORIGINAL AND SEVEN (7) COPIES OF COST ARE REQUIRED. TECHNICAL AND COST PROPOSAL SHOULD BE SEPARATELY BOUND. THE COST PROPOSAL, THE OFFEROR IS REQUIRED TO SUBMIT A FIRM FIXED PRICE FOR EACH LINE ITEM. THE TECHNICAL PROPOSAL SHALL DEMONSTRATE THE OFFEROR'S CAPABILITY TO MEET THE REQUIREMENTS AND PROVIDE THE DELIVERABLES DESCRIBED IN THE STATEMENT OF WORK. TECHNICAL PROPOSALS SHOULD BE PRACTICAL, LEGIBLE, CLEAR, AND COHERENT. GENERAL STATEMENTS THAT THE OFFEROR CAN COMPLY WITH THE REQUIREMENT WILL NOT, BY THEMSELVES BE ADEQUATE. FAILURE TO PROVIDE THE TECHNICLAL INFORMATION REQUESTED MAY CAUSE FOR REJECTION OF THE OFFER. NO PRICING INFORMATION SHALL BE INCLUDED IN THE TECHNICAL PROPOSAL.
