Description
NAICS Code: 334516 NAICS Code: 334516 The Environmental Protection Agency (EPA) Region 4, Science and Ecosystem Support Division (SESD), intends to issue a purchase order on a sole source basis to Measurement Technology Laboratories, Inc. (MTL), 10901 Nesbitt Avenue, Minneapolis, MN 55437 under authority of FAR 13.106(b) (1) for a Particular Matter (PM2.5) automatic filter weighing system. MTL, Inc. is the only known source that can provide such equipment with the following requirements: 1) performs pre and post gravimetric analyses, discharge static, automatic balance calibration and control, and can act as a stand alone manual weighing system; 2) includes preloadable interchangeable filter trays which holds 50 routine filters; 3) supports quality assurance filters; 4) supports 100mg and 200mg balance check weights; 5) external draft shield to protect device from air turbulence and contamination; 6) integrated vaisala temperature and humidity control device that constantly monitors the two parameters; 7) software programmed using the Microsoft Access platform; 8) software that graphically tracks temperature and humidity fluctuations directly from the vaisala logger, balance control, field and lab blank quality assurance data, weight differences in weighing sessions, adjustable control parameters and limits, and raw filter weighing data at a minimum; 9) software that produces Air Quality System (AQS) files to upload to the national data archive and upload BGI, Inc., Rupprecht & Patashnick, and Andersen data log files directly from diskettes with provisions for hand entering; 10) software that performs a check of data parameters per 40 CFR Part 50 to check the referenced "critical criteria"; 11) software that alerts the user if any weighing criteria are not met, and 12) a bar coding system to record and track the PM2.5 filters used in the weighing process. The vendor shall have a programmer on staff to customize and modify the software for Region 4 needs and be able to perform software changes remotely. The vendor shall travel to the SESD office located in Athens, Georgia to assemble and train analysts on the systems operation. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all interested parties are invited to respond to this requirement by 4:30pm, EST on May 31, 2005.
