Description
The Marine Corps Systems Command intends to negotiate and award a firm fixed price contract modification to General Dynamics C4 Systems (GDC4S), 8201 East McDowell Road, Scottsdale, Arizona 85252-1417 on a sole source basis. The requirement is to procure the integration of 21 Generator, Environmental Control Unit (ECU), and Trailer (GETs), initial spares, consumables, and training that meets the Marine Corps? need for an integrated power and environmental control subsystem solution for the Unit Operations Center (UOC). GDC4S is the original equipment manufacturer and integrator for UOC System under contract number M67854-02-C-2052 and integrates the components of the GET into an effective subsystem. GDC4S will be responsible for all aspects of system performance in stand-alone mode and as an integrated component into the digital UOC. Although components are provided by subcontractors, GDC4S has developed the expertise to assemble the components into the appropriate! configuration. GDC4S is the only company able to provide the total integration process, no other firm has the technical knowledge, special tooling and test equipment, and familiarity to perform the tasks mentioned above without incurring significant additional non-recurring cost and schedule impact to the Marine Corps. The Marine Corps does not possess the drawing package or other engineering data associated with the equipment to support competition for the integration and associated training for these componenets. The UOC GET solution provided under this contract meets the Marine Corps requirements for power and ECU weight, on an Army certified and supported trailer designed to carry gear associated with the UOC including tents of specific size and weight, supporting ducts, and cables. No request for proposal is available for competitive bidding. However, interested parties are encouraged to submit a statement of capability for satisfying this requirement. All comm! unications shall be in writing. Proprietary information shall be clearly identified as such and will be protected. See numbered note 22.
