Description
The NAVAIR-Orlando Training Systems Division, Orlando, FL intends to acquire a series of items under a "Class Justification and Approval" (J&A) from a single source: RDR, Inc., Centreville, VA. The Navy has a requirement for a series of upgrades and enhancements, over a period of three years, for several combat and navigation training systems, including: Virtual Environment Submarine (VESUB), Device 21H35; Submarine Piloting and Navigation (SPAN) 2000, Device 21B71; Reconfigurable Submarine Piloting and Navigation (RSPAN) RSPAN, Device 21B71A; and the Onboard VESUB (OBVESUB). The requirements include the modification and modernization of existing combat/navigation training systems, and the integration of virtual trainers with new trainers. Additionally, each task/delivery may consist of any combination of the following efforts: data acquisition, technology analysis, systems engineering, hardware design engineering, software design, development, prototyping and test support, configuration management, other engineering support services, impact analysis, site surveying, site preparation, logistics, reliability/maintainability analyses, instructor training, and documentation support services. It is essential that the company performing these efforts presently possess the technical knowledge and experience with the existing Instructor Operator Station (IOS) software and the related hardware of the previously described trainers, in order to quickly and efficiently provide modifications and support without additional costs for researching the existing software structure. Any companies meeting these requirements are invited to identify themselves. Respondees are requested to contact (preferably by email) BOTH the contract specialist (Alan Wright) and the procuring contracting officer (Patricia Neal Davenport). This notice is not a request for competitive proposals or quotations. All responses will be considered.
