- PROJECT DESCRIPTION: The National Park Service seeks qualified firms to submit firm-fixed price bids to furnish all equipment and labor necessary to install Government Furnished Materials for the reconstruction of the Discovery Nature Trail at Perdido Key Area, Gulf Islands National Seashore, Escambia County, Florida. Work consists of general construction of approximately 2,030 linear feet of new boardwalk and landings in accordance with the plans and specifications to be made part of the solicitation package. PERFORMANCE PERIOD: 90 days from notice to proceed. ESTIMATED PRICE RANGE: between $100,000 and $250,000. This proposed acquisition is UNRESTRICTED; open to both small and large businesses. The applicable NAICS CODE is 237990 and the SMALL BUSINESS SIZE STANDARD is $28.5 million. All responsible sources may participate, and any bid timely received shall be considered. Any subsequent award made from this announcement will be pursuant to to Public Law 100-686, Small Business Competitiveness Demonstration Program. The National Park Service encourages the participation of HUBZone, Disadvantaged, Women-owned, Veteran-owned, and other small business enterprises. Invitation For Bid (IFB), Solicitation Number I5320050064, will be issued in electronic format on or about June 7, 2005. PAPER COPIES WILL NOT BE ISSUED. All files will be in one or more of the following formats: HTML, Microsoft Word, Microsoft Excel, Portable Document Format (PDF), or TIF. To access or download the solicitation and associated attachments, potential vendors are encouraged to register with the National Business Center (NBC) website http://ideasec.nbc.gov. To register, have on hand a valid DUNS number (available from Dun and Bradstreet at 1-888-546-0024) and a Federal Tax Identification Number (TIN). Also, an active vendor record must be on file at the Central Contractor Registry (CCR) website http://www.ccr.gov to be eligible for contract award. Furthermore, submission of Representations, Certifications and Other Statements of Offerors on-line at Internet address http://www.orca.bpn.gov will be required. Sealed offers are due not later than bid opening, tentatively scheduled for 2 PM CST on July 7, 2005, unless extended by amendment.
