Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; price proposal s are being requested and a written solicitation will not be issued. The solicitation number is W912P6-05-Q-0016 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect throu gh Federal Acquisition Circular 01-23. The NAICS code for this requirement is 532412, with a size standard of $6 Million. This acquisition is unrestricted to business size. The provisions at 52.212.1, Instructions to Offerors-Commercial applies to this a cquisition. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with this offer. The clause 52.212-4, Contract terms and conditions-Commercial Items apply to this acquisition. Th e clause 52.212-5, Contract Terms and Conditions required to implement Statues or Executive Orders-Commercial Items and clause 52.211-11 Liquidated Damages applies to this acquisition. The following clauses listed in 52.212-5(b) and (c) are included by ref erence: 5.222-21; 52.222-22; 52.222-23; 52.222-41; 52.225.3; and 52.232-34. The Government reserves the right to make an award on the initial quote without discussions on this procurement. Award will be made to the responsive and responsible offeror wh o submits the lowest price. The Scope of Work is as follows: SUMMARY: The contractor is required to furnish a wheeled front-end loader for use by the U.S. Army Corps of Engineers. This loader will be used to move stone materials - the stone being handled varies in size, starting as small as stones between 1 and 100 lbs, up to and including stones as heavy as sixteen tons each. The loader will be used at the Chicago District Corps of Engineers Stone Dock, located on the north side of the mouth of the Chicago River in Calumet Harbor. PURPOSE: This equipment will enable the Corps of Engineers to efficiently load approximately 11,000 tons of stone for transport. This stone will be used to repair breakwater navigation structures. RENTAL PERIOD: The rental for the loader will be from 1 June 2005, through 9 August 2005. EQUIPMENT REQUIREMENTS: The supplier shall maintain the equipment during the rental period: Front-end Loader: Wheeled type, articulated, equipped with a bucket. Appropriately-sized loader models would be a Caterpillar 972G, a Komatsu Dresser WA450, a Case 921C or any other manufacturers models that are similar in size and capability, or larger . The loader will be used to support a crane, and will moving stones up to sixteen tons in size (approximately 5-3/4 dia.). The rock bucket capacity should be at least 6 CY, and include teeth. Equipment maintenance provided by the contractor includes all normal periodic maintenance typically performed during normal operation. This could include but is not limited to the replacement of filters, oils, coolant, hydraulic fluids, bucket teeth, etc. The end-loader shall be fully fueled at the beginning of the rental period. Thereafter, the Government will be responsible for refueling. DELIVERY REQUIREMENTS: The loader shall be delivered to the Chicago District Corps of Engineers Stone Dock, which is located at the mouth of the Calumet River, Chicago, Illinois. The date of delivery shall be no later than 1 June 2005, at 8:00 am local ti me. Stone Dock site access for equipment delivery will require coordination with the Chicago District Corps of Engineers technical POC. Access to the site can be gained at East 86th Street and South Green Bay Avenue (see attachment). The rental period will begin on this day. Delivery of the rental equipment at any time after 8:00 am local time on the appropriate day shall constitute a late delivery, and the contractor wi ll be required to submit to the LATE DELIVERY provisions specified below. The supplier will provide the means to deliver the equipment to, and remove the equipment from, the COE Stone Dock in Calumet Harbor as part this rental agreement without further co mpensation. LATE DELIVERY: If the equipment is delivered at any time after date listed above in paragraph 3 - DELIVERY REQUIREMENTS, the contractor will have the contract amount reduced on a pro-rated basis for the number of days late. In addition, the contractor wil l be charged for liquidated damages in the amount of $500. /day for each day after the specified delivery date and time that the equipment is delivered late to the COE Stone Dock. AWARD: This will be a government contract awarded to the lowest responsive/responsible bidder. No award can be made to any company unless the company is registered in the Central Contractor Registration required by the Department of Defense.
