Description
Design/Build Operational Readiness Training Barracks, Fort Bliss, TX/Fort McGregor, NM. Design and construct barracks to house 544 transient soldiers. Primary facilities include open-bay/gang latrine modules and 2-soldier modules with bathrooms. Su pporting facilities include site utilities; electric service; exterior lighting; fire protection, fire sprinklers and alarm systems; landscape and site improvements. Anti-terrorism measures will be included. Access for individuals with disabilities will b e provided in public areas. Air conditioning and heating will be provided by self-contained systems (295 tons). NAICS Code is 236220. Small Business Size Standard is $28.5 Million. Estimated Construction Cost Range is $10,000,000 & $25,000,000. UNRESTRICT ED Solicitation Number W9126G-05-R-0042 for this project is anticipated to be issued on or about 02 Jun 2005, with proposals due on or about 30 July 2005 (unless otherwise stated in the solicitation). This is Best Value procurement. Procurement considerati on, listed in descending order of importance, will be given to Construction Past Performance, Corporate Relevant Specialized Experience, Management Effectiveness, Construction Duration, price, and other salient factors included in the solicitation (unless otherwise stated in the solicitation). There will be no public bid opening. It is anticipated that when combined, the evaluation factors will be approximately equal to cost or price. HUBZone price evaluation preference will be applied to all qualified HUBZ one small business concerns, provided that the HUBZone concern has not waived their evaluation preference and their price proposal is not more than 10% above the lowest large business concerns price. Proposals from Large business firms must comply with FA R Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The Fort Worth District FY05 Subcontracting Targets (expressed as a percentage of the contractors total planned subcontract amount) are as follows: Small Business 50.9%; Small Disadvantaged Business 8.8%; Women-Owned Small Business 7.2%; HUBZone Small Business 2.9%, and Service-Disabled Veteran-Owned Small Business 0.5%. Plans and specifications will not be provided in a hard paper copy. This solicitation will be issued v ia Internet only. Notification of amendments shall be made via Internet only, as well. It is therefore the contractors responsibility to check the following address daily for any posted changes to this solicitation.
