Description
The Directorate of Contracting (DOC) Fort Campbell has a requirement for twelve (12) each CH 47 Flight Engineer/Crew Chief Seats. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 U.S.C. 2304(c )(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The DOC intends to negotiate a firm fixed-price contract with Simula Aerospace & Defense Group, Inc., doing business as Sim ula, located in Phoenix AZ. The requirement is for 12 each Crew Chief/Flight Engineer Seats and Frame Assemblies (PN 110400-1) for the CH-47 helicopter. The aft-facing seat is mounted on an adapter frame by means of quick-release pins. The seat is equip ped with a four point restraint system and energy attenuators for occupant protection. When in use, the frame is locked into a spring-loaded latching mechanism within the basemember (mounted to the floor) and is unlocked via quick release mechanism. The seat is positioned at Station 120 (Bulkhead) on the right side of the aircraft for the crewmembers to sit in while flying. The Frame Assembly is attached to the aircraft using Installation Kit (PN 110430-1) that utilizes existing fastener provisions for A-kit interface. This is the only flight engineer/crew chief seat that has an approved Airworthiness Release (AWR) - for use at the right hand door - by the PM Cargo Helicopter for flight operations in the CH-47. The NAICS Code for this procurement is 336360. Small business size standard is 500 employees. This sole source procurement is under the Simplified Acquisition Procedures, and Other Than Full and Open Competition. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, however; any firm that bel ieves it can meet the requirements may give written notification to the Contracting Officer within 14 days from date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated and a determination by the Government of acceptability will be made. If no responses are received, the Government will proceed with the negotiation of a sole source contract with Simula, Phoeni x, AZ. Responses are due by 7 Jun 05, 2:00 p.m. (CST).
