- Combating terrorism can no longer be viewed as conventional warfare. The terrorist is smart, well-equipped, well-funded, and dedicated to the mission. This dedication is evident in the near-daily reporting in the news media of suicide car bombings a nd other improvised explosions which have taken a toll on civilians and U.S. servicemen worldwide. Consequently, the Defense Department has undertaken extraordinary measures to develop measures to counter these threats. The purpose of this announcement i s to arrive at possible Service-Disabled Veteran-Owned (SDVO) sources for conceptual, computer or other programming and/or implementation support which will contribute to the development of Improvised Explosive Device countermeasures. No Request for Propo sal is available as there is no firm requirement at this time and this is not a request for competitive proposals; however, interested parties may submit statements of capability or other pertinent information to the contact person above. No telephonic re quests will be honored.
