Description
The purpose of this synopsis is not a request for competitive proposals. The R&D Contracting Office, Det 1 AFRL/PKMT is contemplating the award of a cost contract to Dynamics Research Corporation, 60 Frontage Road, Andover, MA 01810-5498 for the program entitled ?WR-ALC Maintenance Operation Support (MOS) Simulation Model? under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, ?Only One Responsible Source.? The objective of this acquisition is to provide a technical solution through the development and application of an analytical model that addresses simulation of the facility, aircraft, manpower, and equipment configuration for maintenance at WR-ALC. The solution will utilize data from the Air Force?s GO19 / PDMSS system, loading the required subset of data directly into an automated model for initialization. The model will be configured such that the impacts of workload changes can be quantified in terms of the impact to aircraft flowdays and overtime requirements. The model will allow for a full range of scenarios to be simulated and analyzed. The model will allow the user to determine the sensitivity of current and proposed industrial processes and workflow to system input factors. The resources to be tracked as simulated aircraft flow through the model are major skills, facilities, major parts, and overtime for the F-15 as a single unit and for the C-130, C-5, and C-17 aircraft systems as a combined operation. The model will output statistical or other reports as required that validate and verify the model?s accuracy, test its assumptions and distributions, and compare the results of multiple runs. The contractors will be awarded a single contract for $869K. Foreign participation is excluded at the prime contractor level.
