Description
Contractor is to provide delivery servies to transport clean textiles from the VA Pittsburgh Healthcare System (VAPHS), 7180 Highland Drive, Pittsburgh, PA 15206 to the following locations: (1) James E. Van Zandt Dept. of Veterans Affairs Medical Center, 2907 Pleasant Valley Road, Altoona, PA 16602; (2) Dept. of Veterans Affairs Medical Center, 111 East End Blvd., Wilkes-Barre, PA 18711; (3) Dept. of Veterans Affairs Medical Center, 1700 S. Lincoln Avenue, Lebanon, PA 17042; and return soiled textiles for processing to the VAPHS making three (3) loops per week for a six (6) month period of July 1, 2005 - December 31, 2005. The Government reserves the right to exercise two (2) three-month option periods. Starting in October, 2005, participating VA Medical Centers will begin dropping off this contract and obtain their own laundry service contracts as it is anticipated that the VAPHS laundry will cease operations in March or April, 2006. Lebanon, Wilkes-Barre, Coatesville, and Altoona are expected to drop off the contract during the months of October, November, and December 2005; and Butler is expected to drop off in January or February of 2006, but the drop-off date for each site is not known at the present time. Monthly rates for each site will be identified by the quoter so the contract can be amended and contract price decreased as participating Medical Centers drop off the contract. The Contractor will be responsible to deliver and exchange approximately 2,500 pounds of clean textiles to Altoona, approximately 7,500 pounds of clean textiles to Wilkes-Barre, approximately 10,000 pounds of clean textiles to Coatesville, and approximately 7,500 pounds of clean textiles to Lebanon; and return approximately 27,500 pounds of soiled textiles to the VAPHS. The Contractor must furnish legally licensed semi truck drivers competent in over the road driving and maneuvering of tractor-trailer trucks. The Contractor is responsible for furnishing at least three (3) tractors and six (6) covered trailers (45 foot length) suitable for textile deliveries. The trailers must be capable of accommodating sanitizing procedures in accordance with the Joint Commission on Accreditation of Hospitals. One trailer will be placed at Wilkes-Barre, one at Coatesville, and one at Lebanon. The driver will drop one trailer and hook up or exchange another trailer at these locations. Altoona will require a tailgate delivery. The semi tractor-trailer truck drivers must meet all Federal, State and local legal requirements. A certificate from the Pennsylvania Public Utilities Commission (PUC) stating that the contractor is a common carrier is required for performance of this contract and must be obtained prior to the July 1, 2005, start date. This procurement is being conducted under the FAR 13.5 test program. The agency will conduct the procurement according to FAR Parts 12 and 13. The requirements of FAR Part 12 apply subject to the order of precedence provided at 12.102(c) and includes the use of provisions and clausesin FAR Subpart 12.3 The simplified acquisition procedures of FAR Part 13 apply. All responsible sources may submit an offer which may be considered by the agency if timely received. The portion of this procurement after September 30, 2005, is subject to the availability of funds.
