Description
This notice is for informational purposes only. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), intends to conduct negotiations on a sole source basis with Cosmed USA, Inc. of Chicago, IL for a K4b2 portable metabolic measurement system. The goal for the NIOSH laboratory is a study to evaluate the effect of boot material, height, and weight on firefighters? biomechanical and physiological responses. The specific goals are: (1) To evaluate the effect of boot weight, height, and material (rubber vs. leather) on firefighter?s oxygen consumption, joint loading, dynamic balance, and gait characteristics; and (2) To provide much needed scientific data for NFPA 1971 standards committee (Protective Ensemble for Structural Fire Fighting) to revise and update standards. In order to measure oxygen consumption while subjects perform a range of simulated firefighting tasks, the measurement system must weigh no more than 2 pounds so that it does not increase the energy expenditure of the wearer, and must be telemetry based so that the wearer?s movement is not limited by a hard-wired connection. This is not a request for quotations and no solicitation is available. This requirement is a 100% small business set-aside. Firms that believe they can provide the equipment should identify themselves and give written qualification/capabilities to provide a comparable product. This information must be submitted to the Contracting Officer with 15 days of the publication date of this synopsis. Reference #000HCCB7-2005-21334. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.
