Description
The Command and Control Engineering Center(C2CEN), USCG intends to purchase on a non-competitive basis with Tech Comm Inc, Sunrise, FL a commercial-off-the shelf test set for use on the TC-5025 Direction Finder System installed in 87 Foot WPB's. The specs are as follows: TechComm TC-5025 ADF Test set Specifications TC-2502 ADF Test Set: For use with Tech Comm, Inc. TC-5025/USCG and TC-5025/CGA DF Processor includes 2-foot Interface Cable and carrying Case. The TC-2502 Test Set is used as a diagnostic tool to isolate faults within the DF Processor / Receiver, Models TC-5025A/USCG or TC-5025/CGA and the mating Processor-to-Antenna interconnecting cable. As a stand-alone device, limited diagnostics can also be performed for the companion TC-6526/USCG DF Antenna. Additional diagnostic tests may be performed on the DF Antenna with the aid of a spectrum analyzer. Through a combination of toggle switches and LED?s the TC-2502 Test Set will verify the switching of relays that control antenna band switching and antenna switchable amplifiers. Integrity and functionality of Antenna drive lines (N,S,E,W) at the DF Processor are tested through the toggle switches and corresponding LED indicating ON or OFF. The Test Set includes a short test cable for interface between the Test Set and the DF Processor / Receiver unit under test (UUT). Tets may be performed on installed units by disconnecting the 40-foot interconnect cable from the DF Antenna and connecting the test set cable to the cable mast head. Testing the DF Processor / Receiver unit in this manner also verifies the integrity of the installed interconnecting cable. If a fault is detected, the test should be repeated using the short test cable to determine if the fault is at the DF Processor / receiver or in the 40-foot interconnect cable. TC-2504 Loop-back Test set: For use with all Tech Comm, Inc. DF Antenna Interconnect Cables includes Gender Changer and carrying Case. The TC-2504 Test Set may be used for simple loop-back tests of spare cables having connectors on both ends, before placing cables in inventory, for installation, or replacement of installed cables determined to be faulty. The installed cable is a combined 40-foot male to male multi-wire control cable and separate coaxial cable. A connector Gender-Changer is included for testing installed cables using an identical test cable or spare cable. The Loop-Back tests are used to test only the power and data lines on the multi-pin connector cable assembly. A Volt-Ohm-Meter (VOM) should be used to test the Coaxial cable center conductor and shield for continuity and / or shorts. TC-6526/ACS Interconnect Cable 44-foot, use with TC-6526/USCG DF Antenna or Loop-back Test Set Note 1.Cable to be supplied with connector installed on one end. A mating connector assembly is supplied with the cable for local assembly. Note 2.Cable to be supplied with connectors installed on both ends. The TC-6526 Interconnect cable is used as a quick check for system operation to substitute the control cable with a known good cable once the 40-foot Interconnecting cable has been determined to be faulty or suspected as being faulty. The procurement is for a total of 11 units and parts. The quote is to be FOB Destination. This procurement will be processed in accordance with FAR Part 13. This proposed action is for supplies for which the Government intends to solicit and negotiate with only one (1) source under the authority of FAR Subpart 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchs4e order based upon responses to this notice received would normally be considered, solely for the purpose of determining whether to conduct a competitive procurement. The equipment is to be delivered to USCG, Portsmouth, VA 23703 30 days after award. The NAICS Code is 334290. Small business firms that are interest in proposing on this requiremnt must respond in writing no later than 15 days from the date of this prublication. Small business firms must provide a kit that would be within the same parameters as the specified equipment. Telephone requests and questions shall not be accepted.
