- Description
- The Department of Homeland Security intends to enter into negotiations on a sole source basis with Open Strategies, Inc., 43544 Golden Meadows Circle, Ashburn, VA 20147, for technical support in the development of national and international biometric and information technology standards through participation with the International Committee for Information Technology Standards (INCITS). Tasks include: acting as the Technical Editor for development of standards that are of interest to the Department of Homeland Security; acting as the Task Group Chairperson for development of Performance testing and reporting standards; and participation on the INCITS Executive Board to monitor and support generic Information Technology standards in areas critical to the mission of the Department. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all notifications received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Respond NLT Thursday, June 2, 2005 1300 hrs.
