- Air transportation shuttle services moving 120 passengers and personal baggage in 4.5 hours from Naval Air Station North Island CA to San Clemente Island CA. The average number of passengers moved Mon ? Fri is 600. Flight time and ground time are estimated at 30 minutes each. The period of performance is from 1 Oct 05 thru 30 Sep 06, with four option years, and a six month extension after performance (FAR 52.217-8). The minimum passenger load per aircraft is 19. Offers will not be considered unless the offeror is an air taxi carrier within the meaning of the Federal Aviation Act of 1958 as amended. To be awarded a contract under this solicitation, prospective offerors must satisfy all DOD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR Part 861.3, and the DOD Additional Standards for Contract Passenger Operations under FAR Part 135. The DOD standards exceed the Part 135 requirements in several areas.
