Safety D8. Fire Prevention D9. Contractor Furnished Items and Services SECTION A ? DESCRIPTION OF SERVICES A1. General Information: The contractor is responsible for the repair and refurbishment of approximately eighty five(85) golf carts including Club Car, Easy Go, GEM, Bomba, Cushman and Kawa of various ages. Carts that need batteries, tires, and other miscellaneous repairs up to $500 will be fixed to a roadworthy condition. Carts that will require maintenance in excess of the normal wear and tear items listed above will be identified, and contractor will submit a Condition Found Report (CFR) with recommended repairs, estimated costs and time to complete. This contract will have a deadline of 6 weeks from the time the contract is awarded to make the initial repairs and provide all CFRs. A2. Specific Services: The contractor shall perform the following cart maintenance and refurbishment services: A2.1 Check the overall road worthiness of each cart listed in the appendix. Determine the feasibility of fixing the cart. If the projected repairs for the cart are $500 or less, the cart will be repaired. If repairs are greater than $500, the contractor will prepare a CFR for review. A determination will then be made as to whether to fix the cart. If necessary, the scope of repairs can be scaled back at the request of the user. A2.2 Ensure that each cart has acceptable tires, and batteries. A2.3 Check lights and turn signals, if equipped, and fix as necessary. A2.4 Inspect the brake systems, steering mechanisms (ball joints, tie rods, etc), and other mechanical items not specifically listed, and fix as necessary. A2.5 Remove all hazardous and EPA sensitive materials from the base on a daily basis. Items will include, but not be limited to old batteries, tires, used oil, grease, and any others items deemed necessary. A3. Program Management A3.1 Contractor will provide a CFR on all carts that will exceed the $500 dollar threshold listed. The government will review and advise contractor on which carts to repair. A4.2 Contractor will maintain a record of all carts that have been fixed, by serial number, and what maintenance was performed and a list of required parts. A3.3 The contractor will be expected to keep any government supplied working area clean, and free of safety and fire issues. Work areas will expect to be kept neat and orderly. SECTION B ? SERVICE DELIVERY SUMMARY PERFORMANCE OBJECTIVE - Determine and report any cart that will exceed the dollar threshold SOW PARA - A2.1 PERFORMANCE THRESHOLD - Contractor will provide a CFR within 6 weeks of contract award. PERFORMANCE OBJECTIVE - Ensure the batteries and tires are roadworthy SOW PARA - A2.2 PERFORMANCE THRESHOLD - All carts will have roadworthy tires, dead and weak batteries will be replaced- 100% compliance excluding those identified in para. A2.1 PERFORMANCE OBJECTIVE - Carts that have lights and turn signals must be checked/fixed as required. SOW PARA - A2.3 PERFORMANCE THRESHOLD - Must be 100% compliance, unless circumstances prevent repairing a certain cart. Notice must be given as to why the repair could not be made excluding those identified in para. A2.1 PERFORMANCE THRESHOLD - Inspect and repair brakes, steering, and other mechanical systems SOW PARA - A2.4 PERFORMANCE THRESHOLD - Must be 100% compliance, unless circumstances prevent repairing a certain cart. Notice must be given as to why the repair could not be made excluding those identified in para. A2.1 PERFORMANCE OBJECTIVE - Remove hazardous and EPA sensitive materials from base on daily basis SOW PARA - A2.5 PERFORMANCE THRESHOLD - 100% compliance Section C ?Government-Furnished Property and Services C1. General Information: The government shall provide the facilities, and services listed below. C2. Government-Furnished Property: The government will supply an area in Bldg 2303 as the working area large enough to disassemble 6 carts, and perform required maintenance on these carts. C3. Government-Furnished Services C3.1 Utilities: Gas, electricity, water, heat and sewage utility service will be furnished in sufficient quantities at no cost to the contractor for performance of services under this SOW C3.2 Insect and Rodent Control: The government will provide insect and rodent control. C3.3 Security Police, Fire Protection and Emergency Medical Services. C3.4.1 Security Police: Law Enforcement Desk Sergeant (non-emergency), phone number is 2001. Emergency-crime in progress, phone number is 911. Helping Hand Hotline, phone number is 3777 to report unauthorized entry into restricted areas. C3.4.2 Fire Protection: Administrative (non-emergency), phone number is 2075. Emergency phone number is 911. C3.4.3 Emergency Medical Services: The government will respond to an emergency call (phone 911) with fire protection personnel who have been trained to furnish first aid care in order to save life or limb of personnel in an emergency. The contractor will be responsible for all other emergency medical services, including ambulance. Section D ? General Information D1. Scope Of Work: The contractor is responsible for the safe and efficient repair of listed carts. The contractor is responsible for performing all required tasks in a timely manner to meet the suspense date. D2. Contractor Personnel D2.1 Project Manager: The contractor shall provide a project manager who shall be responsible for the performance of the work. The name of this person, and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the Contracting Officer. D2.1.1 The project manager or an alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. D2.1.2 The project manager and alternate or alternates must be able to read, write, speak, and understand English. D2.2 Contractor Employees: The Contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the contracting officer as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population. D2.2.1 Contractor employees who drive on the base must have a valid state drivers license D3. Quality Control: In accordance with commercial practices, the contractor shall provide quality control. The contractor will fix carts in a manner that will insure the safety of the drivers who use the cart. The contractor will insure that no unsafe or nonstandard repairs are made to the carts. D4. Quality Assurance: Contract performance will be surveilled to determine if it meets contract standards. The government will evaluate the contractor?s performance by receiving and validating complaints from customers and supported organizations and/or by inspection by QA personnel. The contracting officer or his authorized representative will report valid complaints to the contractor and require re-performance/correction of services where possible. D5. Physical Security: The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, all government facilities, equipment and material shall be secured. D5.1 Key Control. The contractor shall establish and implement methods of making sure all keys issued to the contractor by the government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. D5.1.1 The contractor shall immediately report to the designated QA personnel or contracting officer any occurrences of lost or duplicated keys. D5.1.2 In the event keys, other than a master key, are lost or duplicated, the contractor may be required, upon written direction of the Contracting Officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, the government shall replace all locks and keys for that system and the total cost will be deducted from the monthly payment due the contractor. D5.1.3 The contractor shall prohibit the use of keys issued by the government by any persons other than the contractor's employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas. D5.1.4 Lock Combinations: The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. D6. Conservation Of Utilities: The contractor shall make sure employees practice utility conservation. The contractor shall be responsible for operating under conditions that prevent the waste of utilities to include: D6.1 Lights shall be used only in areas where work is actually being performed. D6.2 Employees shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems. D6.3 Water faucets or valves shall be turned off when not in use. D6.4 Environmental and Hazardous Materials Handling. The contractor shall be responsible for complying with existing federal, state and local law concerning environmental protection or hazardous material handling. D7. Safety: Contractor shall adhere to all Air Force and March Air Reserve Base regulations governing safety. D8. Fire Prevention: Contractor employees shall adhere to all Air Force and March Air Reserve Base regulations governing fire prevention. D9. Contractor Furnished Items And Services: Except for those items or services specifically stated in Section C as government furnished, the contractor shall furnish everything needed to perform this contract.
