- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. Solicitation FA8604-05-R-3095 is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-03. This acquisition is a 100% small business set-aside. Offerors must price each line item listed below. CLIN DESCRIPTION QTY 0001 1 Dual-screened video teleconferencing (VTC) system, with one screen being a contractor-provided 3M 9200IC Integrated Digital Wall Display, or equivalent. The VTC system control station shall be capable of separately controlling each screen, and all controls shall be hard-wired or infrared. Transmission speed shall not be less than 356K. The system shall include ceiling microphones, and two patch panels to allow for a classified bridge. Equipment shall be installed in a rack, and the rack shall have three vacant slots to allow for future equipment additions. System must also include a 1-year, on-site, next-business-day, parts-and-labor warranty. 0002 1 System shall be installed at 2145 Monahan Way, Bldg. 28, Room 172, Area ?B,? Wright-Patterson AFB, OH 45433. The provision at FAR 52.212-1, Instructions to Offerors?Commercial Items, applies to this acquisition, and includes the following addenda, 52.211-1(k), Site Visit: SITE VISIT (i) A site visit has been scheduled for 10:00 A.M. (EST), 07 Jun 2005. (ii) Participants shall meet at Bldg 823, Hope Hotel/Conference Center, Area ?A,? Wright Patterson AFB, OH 45533. Bldg 823 is accessible via Gate 12A. Site visit attendees must arrive at the Hope Hotel/Conference Center no later than 9:30 A.M., 07 Jun 2005, and must have their driver?s licenses or state IDs in their possession. Further directions are available upon request. (iii) Offerors planning to attend shall submit the name and social security number of each attendee (not to exceed 2 per offeror) to Tom Moseley at Thomas.Moseley@wpafb.af.mil or FAX to (937) 257-6390 no later than 3:00 P.M. (EST), 26 May 2005. This information must be provided in advance in order to insure access to the military base and adequate space for all site visit attendees. This will be a best value award. The Government will determine the proposal that provides the most advantageous offer to satisfy the requirements of this RFQ based on an integrated assessment of each quotation. Selection will be based on, in descending order: (1) the technical capability of the items offered to meet the Government requirement; (2) past performance; and (3) price. Technical capability of the items offered to meet the Government requirement, and past performance, when combined, are more important than price. Ship to: 2145 Monahan Way, Bldg. 28, Room 172, Area ?B,? Wright-Patterson AFB, OH 45433. Delivery is FOB Destination and is required no later than 30 days after receipt of order. The following provision/clauses apply: (1) FAR 52.212-3, Offeror Representation and Certification?Commercial Items; (2) FAR 52.212-4, Contract Terms and Conditions?Commercial Items; (3) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders?Commercial Items; (4) FAR 237-1, Site Visit; (5) DFARS 252.211-7003, Item Identification and Valuation, Alternate 1; and (6) DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. Note 1: Offerors should have completed FAR 52.212-3 as part of their CCR (Central Contractor Registration) process. Therefore, they do not need to submit it with their quotations.
