FORMAL NOTICE OF PERFORMANCE DECISION FOR AN A76 COMPETITIVE SOURCING STUDY. This notice constitutes a notice of a Performance Decision and completion of a Standard A-76 Competitive Sourcing Study conducted by the Mine Safety and Health Administration (MSHA). The study period was from May 31, 2004 through May 19, 2005 (reference number MSHA05-02). Based upon the results of a Request for Proposals conducted under FAR Part 15, the services studied will be retained in house for performance by the Government Most Efficient Organization (MEO) resulting from an Agency Tender Offer (ATO). Because of interest by small business offerors in the solicitation, the Request for Proposals was set aside for small business in accordance with requirements of the FAR. The instructional, technical and statistical services studied are located at Mine Safety and Health Administration locations in Denver, CO, Bruceton, PA, and Beckley, WV. This Standard Competition reviewed 33 FTE positions as follows: 1 Mine Safety and Health Specialist, 1 Secretary, 1 Statistical Reports Analyst, 1 Statistical Assistant, 5 IT Specialists, 19 Training Instructors and 5 Physical Science Technicians. The purpose of the A-76 study was to determine the least costly and most efficient method of operation as prescribed in the Office of Management and Budget (OMB) Circular A-76, "Performance of Commercial Activities", which sets forth the general policy of the Government to achieve economy and enhance productivity. The review was conducted in accordance with OMB Circular A-76 revised May 2003. The Competitive Sourcing Official (CSO) is Mr. Wayne K. Thomas, the Agency Tender Official (ATO) is Mr. Jay Mattos, the PWS Team Lead is Ms. Jean Whitlow and the MEO Team Lead is Ms. Kathy Knittel. The Contracting Officer (CO) is Darrell Cooper, CPCM.
