Description
THIS IS A PRESOLICITATION NOTICE. The United States Coast Guard (USCG) intends to release a Request for Proposal (RFP) with a Performance Work Specification (PWS) to acquire a design and a prototype for a new navigational buoy that provides at least equivalent performance to the current 8x26 buoy, but at reduced lifecycle costs. Lifecycle costs of the current 8x26 buoy are estimated to be $22,000.00. The life expectancy of the current buoy is 24 years, and this lifecycle cost amount includes an initial purchase price of $10,302.00 (Valid until September 30, 2005) in year 0 and three shoreside overhauls (blasting, metalwork, repainting) in years 6, 12, and 18 at a cost of approximately $4,000.00 per overhaul. There are no applicable disposal costs or credits applicable in year 24 with the current buoy. Among other items prescribed in the draft PWS, the new buoy shall be deployable and retrievable by USCG 225-foot WLB class and 175-foot WLM class buoy tenders (working load limits of 40,000 lbs and 20,000 lbs respectively), and serve as a platform to support an approximate 50 pound self-contained light emitting diode (LED) light signal package currently being developed, at a focal height of 15 feet 10 inches. The new buoy shall be maintainable, disposable, or recyclable through a means currently available to USCG, unless a more beneficial means is proposed. Related requirements include unlimited rights to the new buoy design, the option to purchase additional prototypes, and the option to purchase follow-on design services for modifications to the prototype for a specified period after award. A firm fixed price contract will be issued under this contract, and the Government intends to make up to three awards. One award will be a total small business set-aside, and the remaining awards (up to two) will be full and open competition. The NAICS Code is 541330 with a size standard of $15.5 million. The USCG anticipates posting the RFP on the Federal Business Opportunities Website within the month of June 2005.
