Description
NASA Glenn Research Center (GRC) has a requirement for a modular, DC, switch mode power supply which operates with a total maximum output voltage and current of 1250 VDC and 200 Amperes. The unit is required to be comprised of a maximum number of 5 individual supplies, arranged in a master-slave configuration. The ability to operate individual units automonously at an output voltage of 1250 VDC and and ouput current of 40 Amperes,is required. The supply is required to perform the development testing of a high-power electric propulsion device. NASA/GRC intends to purchase the modular, parallel configuration of DC, switch mode power supply from Universal Voltronics of Brookfield, CT. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) Federal Acquisition Regulation (FAR) (6.302), only one responsible source and no other supplies or services will satisfy agency requirements. Universal Voltronic's DC power switch supply has operated in a parallel, master-slave configuration with an electric propulsion device using proprietary technology.The supply is also a direct replacement unit for existing laboratory infrastructure that has been established for electric propulsion research and development. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 3, 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
