Description
The Bureau of the Public Debt on behalf of the Armed Forces Retirement Home intends to issue a solicitation for Phlebotomy services. This acquisition is an unrestricted procurement, the NAICS code is 621111 and the size standard is $8.5 million. This solicitation will result in a contract with a base and 4 option periods. This solicitation will result in a performance based, firm-fixed price contract. The purpose of this solicitation is to provide Phlebotomy services for the residents at the Armed Forces Retirement Home ? Washington, DC (AFRH-W). The services shall include a full range of phlebotomy services in a geriatric environment located at the King Health Center (KHC). The AFRH-W serves the inpatient and outpatient needs of approximately 1150 residents. The Phlebotomy Technologist shall be to provide the residents? service in the confines of the Home. The Contractor shall furnish all materials and supplies. The critical element of this contract is the ability of the Contractor to provide third party billing services. Details are as follows: The Contractor shall bill the health insurance program (Medicare) for all patients eligible for benefits under Medicare, Part B. The Contractor shall secure resident health insurance documents to ensure proper billing. The Director of Patient Affairs is responsible for providing the required health insurance documents. The Contractor shall bill Tricare or other third party supplemental insurance for those patients eligible for benefits under Tricare or other third party insurance. The Government will pay the contractor for services at the TRICARE rate of reimbursement for residents without insurance, including co-payments covered under the TRICARE plan and deductibles not covered by Medicare, Tricare or Third Party insurance covered by the resident. The Director of Patient Affairs or a designee will provide and update a list of uninsured AFRH residents to the Contractor. The Contractor shall submit invoices to patients ONLY after receiving payments/responses from Medicare, Tricare, and any other third party insurance. All invoices are routed through Patient Affairs at the AFRH. Any questions regarding billing are to be directed to the Director of Patient Affairs at the AFRH.
