- Addendum: The items must be delivered by 31 July 2005 to meet technical requirements. Basic: Arnold AFB, TN proposes a contract action for supplies and services with for which the Government intends to solicit and negotiate under authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 with only one responsible source and no other supply or service will satisfy agency requirements for a Innovative Scientific Solutions, Inc (ISSI). 2766 Indian Ripple Rd, Dayton, OH 45440-3638 upgrade to 44 each of 4" light emitting diode meeting the following specifications: ISSI The existing lamps have a circular optical aperture of 4" diameter that must be maintained and the external shape of the LED must not change in order utilize the mounting equipment currently used. The LEDs and pulsing power supply will be replaced with new LEDs that will result in an output proximately nine times the original. The wavelength will change from 464nm to 450nm and the duty cycle will remain 5%. The pulse to pulse variation will be less than 1%. The 10%-90% rise time of the optical pulse will be less than or equal to 1 microsecond. Fall time will be less than or equal to 0.2 microseconds. The lamps must be capable of sustained, reliable operation at pressures down to 1.5 psi and temperatures up to 110 deg F. Innovative Scientific Solutions, Inc. is the only vendor found who can support this requirement. Supplies and/or services are available from only one responsible source. No other type of supply or service will satisfy agency requirements. This Notice of Intent is NOT a request for competitive proposals, however interested persons may identify their interest and capability to meet this requirement for the Governments consideration by submitting their product capabilities and qualifications to perform this effort in writing to the identified point of contact not later than 2:00 p.m. local time on 1 Jun 2005. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not ! to conduct this procurement on a competitive basis. If no response is received by 5 Jun 2005, to the effect that comparable support services are available that would be more advantageous to the Government than obtaining these supplies and or services through sole source procurement with ISSI, a sole source award will be made.
