- The U.S. Department of Commerce?s Commercial Law Development Program (CLDP) is providing technical assistance to the Government of Algeria (GOA) as it prepares to accede to the World Trade Organization (WTO). Reforming its banking and financial system has become one of Algeria?s priorities as it prepares for WTO membership. In particular, Algeria would like to develop equity financing expertise in the country, especially for small and medium-sized enterprises (SMEs). Within the framework of the technical assistance provided, CLDP is seeking a Contractor to provide expertise in building capacity in SME equity financing in Algeria. CLDP is seeking a University-affiliated or Non-profit U.S. Organization / Contractor (i.e. incubators or Offices of Technology Licensing) to train future Algerian equity investors. The goal of this training is to meet the needs for strategic guidance expressed by the managers of SMEs in which the investors will have taken equity positions. In particular, the contractor will perform the following: a) Participate in a three-day Equity Financing Workshop in Algeria (maximum of two (2) personnel) b) Coordinate and organize meetings and/or workshops in the U.S. with providers of strategic advice (Venture Capital Firms or Managers of Technology Incubators) to those SMEs the contractor will have met in Algeria. Contractor is required to provide a minimum of two (2) days of meetings. The duration of the contract is for twelve months with one-six-month option period. The government reserves the right to exercise the options. The contract is expected to commence on or about September 1, 2005. Award will be a Fixed Price contract and the procurement method shall be a competitive negotiated Request for Quote (RFQ). Source Selection Procedures, as identified in FAR PART 12 Acquisition of Commercial Items, shall be utilized in the selection of the offer that is most advantageous to the to the Government based on the factors contained in the solicitation.
