THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This SOURCES SOUGHT synopsis is in support of a market survey. AFOSR seeks potential sources to provide the below services under one contract for the Arlington, VA location. Background: The Air Force Office of Scientific Research (AFOSR) manages the Air Force’s investment in basic research. To support AFOSR’s mission, the organization needs to facilitate the interaction and exchange of information between AFOSR Program Managers, AFOSR sponsored contractors/grantees, researchers in Air Force/Department of Defense laboratories and researchers in academia/industry. To accomplish this AFOSR requires contractor support to obtain written research proposal reviews from qualified individuals either using a review panel or individual mail review format (as directed by the individual AFOSR program managers) and provide qualified scientific advisors to attend science and research related events for AFOSR as specified in this Statement of Work. PLEASE READ THE FOLLOWING PARAGRAPH CAREFULLY AND ENSURE THE CAPABILITY STATEMENT HAS THE REQUIRED CONTENT. AFOSR is seeking qualified sources with prior experience in administering similar programs to provide the necessary management, administration, supervision, staffing, database management materials, equipment and other resources required for the administration of review and evaluation of scientific programs. Interested sources are requested to provide a concise capability statement limited to three pages addressing experience relevant to the below described functions, to include experience in similar programs. Qualified sources must demonstrate the capability to communicate appropriately with PhD-level professionals in the scientific areas listed on the AFOSR website. Functions required to administer the program include, but are not necessarily limited to the following: facilitating proposal evaluation by top experts in appropriate scientific disciplines, assembling scientific groups to evaluate, analyze and advise on content and direction of scientific programs; organizing workshops to assist in the definition of new basic research areas proposed by AFOSR; providing advisors to make presentations and/or assist government personnel with analyzing areas of relevant science; and providing advisors to assist and advise in site visits to research laboratories; provide comprehensive proposal review management information and completed proposal reviews in both paper format, and electronic format via secure internet access. The present contract period of performance ends in Aug 2005. The successful offeror will be required to work with the incumbent contractor as necessary, to smoothly transition administration of the program; as well as be required to transition administration of the contract to a successor contractor when the contract performance period ends. The proposed North American Industry Classification System (NAICS) code is 541690 Other Scientific and Technical Consulting Services or 561110 Management Services, SBA Size Standard $6 Million. Respondents should identify if they are a small or small disadvantaged business based on these NAICS codes. Additionally, please inform us if you are in any other socioeconomic programs, such as 8 (a) certified, Hubzone, Service Disabled Veteran or Native American. Reference to past customers for similar services should include organization name, point of contact name and telephone number. Interested sources are encouraged to provide capability statements at no cost to the Government, by 18 Feb 05. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this SOURCES SOUGHT request.
