Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line(NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The Naval Undersea Warfare Center Division Newport, RI intends to award an order on a firm fixed price basis, under FAR Parts 12 and 13 procedures (commercial items; simplified acquisition procedures), for three HELO Recovery System Mk 2 Mod 0 (Dwg. 3180817) and six skirt assemblies (Dwg. 3180818). F.O.B. Destination to a Newport RI warehouse. Items are per NAVSEA drawings and an Engineering Change Proposal (ECP). The solicitation will be issued in less than 15 days per FAR 5.203(a) & (h)- on/about 24 MAY 2005. Procurement is a 100% small business set-aside. Evaluation shall be ?best value? with evaluation criteria being ability to meet delivery schedule; price; and past performance. To be eligible for award, an offeror must quote on both items (split awards are not planned). Delivery of all items is required within 150 days of order placement. Marking of the items is per MIL-STD-129; packaging is per MIL-STD-2073-ID. Unique Identification (UID) requirements are per MIL-STD 130L. Proof of supplier and Certificates of Conformance are required. Our department no longer issues solicitations or amendments in paper form. Instead, they may be accessed at our web site http://www.npt.nuwc.navy.mil/contract/. We also provide electronic access in our Bid Room. However, the drawings, including specifications and Notice of Revisions (NOR), will not be exhibited on our web site due to restricted distribution statements. To receive a CD-R Disc copy of this information, a company must be certified under the Joint Certification Program (JCP) managed for Defense Logistics Information Service, Battle Creek, MI, as evidenced by a JCP Certification number in the Business Identification Number Cross-reference System (BINCS). Send an e-mail request for the CD-R discs to Nancy Teasdale at teasdalena@npt.nuwc.navy.mil. Your request must include your firm?s complete street address, cage code, tel. number, and FEDEX # (the cost of shipping the Disc will be borne by the requestor). Due to a limited number of CD-ROMS, they will be available on a first come, first serve basis.
