- The USGS Western Remote Sensing and Visualization team in Sacramento, CA requires Interferometry Synthetic Aperture Radar (InSAR) imagery to assess the impact of human induced land surface deformation on aquifer storage, land subsidence and seismic hazards assessments. This work addresses a FY04 congressional directive for the "acquisition of the InSAR satellite data to be used to provide essential ground based monitoring and InSAR research and development". The U.S. Geological Survey intends to award a noncompetitive procurement to the European Space Agency (ESA) of Franscati, Italy IAW FAR 13.106-1(b)(1). The European Space Agency owns and operates the ERS-1, ERS-2, and Envisat C-band radar satellites. No other agency (or country, including the United States), has operational radar satellites with tight orbit control such that radar interferograms can be produced on a regular basis and that have an archive that dates back to 1992. Other interested concerns having the ability to furnish these data shall submit a capabilities statement to the contracting officer no later than the closing date of this announcement at 17:00 local time. All submissions will be evaluated to determine if competitive opportunities exist; if no submissions are received, the Government will proceed with noncompetitive award without further notice. This is NOT a Request for Quotation (RFQ); the Government does not anticipate issuing a written solicitation. This notice and any resulting contract or order conforms to the requirements in place through FAC 2005-03, dated 11 April 2005. No numbered notes apply.
