Description
PERFORMANCE WORK STATEMENT 1. General. The mission of the DoD Pharmacoeconomic Center (PEC) is to improve the clinical, economic, and humanistic outcomes of drug therapy in support of the readiness and managed care missions of the Military Health System (MHS). The PEC performs a variety of phar macy benefit management activities in support of the 587 military treatment facility (MTF) pharmacies, 54,000 civilian pharmacies in the TRICARE retail pharmacy (TRRx) network, and the TRICARE Mail Order Pharmacy (TMOP). These pharmacies dispensed 100 mil lion prescriptions to 6.35 million beneficiaries at a cost of $4.6 billion in fiscal year 2004. The PEC performs drug usage and pharmacoeconomic analyses to support formulary management by the DoD Pharmacy & Therapeutics Committee, DoD and joint DoD/VA pharmaceutical procurement initiatives, DoD/VA clinical practice guidelines, and the readiness of d eployed forces. The PEC operates the Pharmacy Data Transaction Service (PDTS) Customer Service Support Center (CSSC), educates stakeholders about cost-effective drug therapy, and helps the TRICARE Management Activity (TMA) establish and manage contracts f or mail order and retail pharmacy services. The PEC is part of the AMEDD Center & School and operates as an Executive Agency under the Army Surgeon General. The PEC needs contract support services to accomplish pharmaceutical procurement initiatives in support of formulary management in the MHS, and to support the development of TMA contracts for mail order and retail pharmacy services. 1.1. Scope. This Performance Work Statement provides for non-personal services in support of the Director, DoD PEC. The contractor shall serve as a subject matter expert in pharmaceuticals in assisting the PEC Director and other PEC staff members in formulary managem ent, pharmaceutical procurement initiatives, and the development and maintenance of TMA contracts for mail order and retail pharmacy services. 2Tasks: 2.1 The contractor shall: a. Assist the PEC Director in formulating pharmaceutical procurement initiatives in support of formulary management recommendations proposed by the DoD Pharmacy and Therapeutics (P&T) Committee. Work with PEC Clinical Operations Division physicians and ph armacists who serve as subject matter experts for given therapeutic classes to perform extensive evaluations of the relative clinical effectiveness and cost effectiveness of pharmaceutical agents within a therapeutic class. Work with the Clinical Operatio ns Division to synthesize information in the clinical effectiveness evaluations to assess the degree of therapeutic interchangeability, clinical coverage and provider acceptance of the pharmaceutical agents in a therapeutic class and thereby identify clini cally acceptable formulary management and pharmaceutical procurement initiatives. Work with PEC Data Management Division staff members to assess pharmaceutical utilization and cost trends that affect the feasibility and potential effectiveness of formular y management and pharmaceutical contracting initiatives. Use the utilization and cost trends, along with the clinical effectiveness evaluation, to recommend the most appropriate procurement initiative for the therapeutic class. Work with PEC Clinical Oper ations Division to effectively communicate recommended formulary management and pharmaceutical procurement initiatives to the DoD P&T Committee. Work with PEC Clinical Operations Division to employ the appropriate pharmacoeconomic evaluation method to ide ntify pharmaceutical agents that provide the greatest value within a therapeutic class. b. Assist the PEC Director and other PEC staff members in communication with pharmaceutical companies in regard to formulary management and pharmaceutical contracting initiatives. Meet frequently with representatives of pharmaceutical companies to obtain clinical information about pharmaceutical agents, gauge the level of competition within therapeutic classes, and identify considerations that DoD might offer pharmaceutical companies to obtain reduced prices for pharmaceutical agents. Participate in discussions with pharmaceutical company representatives regarding the terms, conditio ns and requirements of solicitations for DoD and joint VA/DoD national pharmaceutical contracts and requests for blanket purchase agreement price quotes for the DoD Uniform Formulary (UF), Basic Core Formulary (BCF) and Extended Core Formulary (ECF). c. Assist the PEC Director and other PEC staff members in developing pharmaceutical procurement initiatives in conjunction with the TRICARE Management Activity (TMA), the Defense Supply Center Philadelphia (DSCP), the VA Pharmaceutical Benefits Management (PBM) Strategic Healthcare Group, and the VA National Acquisition Center (NAC). Identify DoD pharmaceutical procurement requirements and coordinate with DSCP, the VA PBM and the VA NAC to prepare the statement of work for DoD national pharmaceutical cont ract solicitations and the DoD portion of the statement of work for VA/DoD national pharmaceutical contract solicitations. Assist TMA and DSCP in developing the terms and conditions of blanket purchase agreements related to the UF, BCF and ECF. Coordinat e with TMA to ensure that the terms and conditions of formulary management and pharmaceutical procurement initiatives comply with all statutory and regulatory requirements pertaining to the TRICARE pharmacy benefit program d. Assist the PEC Director and other PEC staff members in monitoring the performance of formulary management and pharmaceutical procurement initiatives. Assist in developing implementation guidance for national pharmaceutical contracts, blanket purchase agreements and incentive price agreements for MTFs. Work with PEC Data Management Division staff members to track MTF compliance with national pharmaceutical contract requirements. Track utilization and cost trends in therapeutic classes that are subject to procurement initiatives. Calculate and report DoD cost avoidance associated with formulary management and pharmaceutical procurement initiatives. e. Assist TMA in identifying program requirements, developing the solicitation, and evaluating proposals for contracts to provide mail order and/or retail pharmacy services to DoD beneficiaries. Work is performed at the offices of the DoD Pharmacoeconomic Center at Fort Sam Houston, Texas during normal business hours as follows: From 0700 to 1600, Monday through Friday, excluding Federal Holidays, with one hour for lunch. The total number hours of performance in schedule shall not be exceeded. No one will replace contract employee on holidays/leave days. 4. Required Travel. At a minimum, the contractor shall attend the Combined Forces Pharmacy Seminar and the annual meeting of the American Pharmacists Association. The contractor shall perform additional travel as directed by the Director, DoD PEC. Travel (CONUS and OCONUS) will be reimbursed IAW U.S. Government Joint Travel Regulations. 5. Operational Support. The DoD PEC will provide adequate government office space, access to a Government provided laptop computer, copier, telephone, and Fax machine. Required office supplies, publishing materials, and requisite travel arrangements shall be provided by the DoD PEC and the AMEDDC&S. 6. Deliverables. 6.1 Reporting 6.1.1 The contractor shall provide, routine oral status reports as requested by the Director, DoD PEC on the progress of various tasks. 6.1.2 The contractor, in conjunction with other PEC staff, shall provide written proposals for pharmaceutical procurement initiatives to support formulary management recommendations for consideration by the DoD P&T Committee on a quarterly basis. 6.1.3 The contractor shall provide, in conjunction with other PEC staff, quarterly reports of pharmaceutical cost avoidance associated with formulary management and pharmac eutical procurement initiatives. 6.1.4 6.1.4 The contractor shall completely fill in all the information in the format using the following web address https://contractormanpower.army.pentagon.mil. The required information includes: (1) Contracting Office, Contracting Officer, Contract ing Officers Technical Representative; (2) Contract number, including task and delivery order number;(3) Beginning and ending dates covered by the reporting period;(4) Contractor name, address, phone number, e-mail address, identity of contractor employee entering data;(5) Estimated direct labor hours (including sub-contractors);(6) Estimated direct labor hours paid this reporting period (including sub-contractors);(7) Total payments (including sub-contractors);(8) Predominant Federal Service code (FSC) re flecting services provided by contractor (and separate predominant FSC for each sub-contractor if different);(9) Estimated data collection cost;(10) Organizational title associated with the Unit Identification Code (UIC) for the Army Requiring Activity (th e Army Requiring Activity is responsible for providing the contractor with its UIC for the purposes of reporting this information); (11) Locations where contractor and sub-contractors perform the work (specified by zip code in the United States and neares t city, country, when in an overseas location, using standardized nomenclature provided on website); (12) Presence of deployment or contingency contract language; and (13) Number of contractor and sub-contractor employees deployed in theater this reporti ng period (by country). 7. Qualifications: Bachelors degree in a related field is preferred. Responsible for coordinating task or smaller team actions. Contributes both technically and administratively. The contractor shall provide a senior subject matter expert in pharmaceuticals with related background and experience in formulary management, pharmaceutical procurement, drug usage and cost analysis, pharmacoeconomic analysis, and contracting for mail order and retail pharmacy services.
