Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PERFORMANCE WORK STATEMENT Installation Volunteer Program Service C.1. GENERAL. The primary purpose of the Installation Volunteer Program Service is to develop, coordinate, and administer a comprehensive program designed to promote all aspects of volunteerism in Army Community Services (ACS) and on the installation. Also act as an adv isor to Family Support Groups (FSG) and Army Family Team Building (AFTB). C.1.1. SCOPE OF WORK. C.1.1.1. The Installation Volunteer Program Coordinator (hereafter referred to as Contractor) will be part of the Army Community Service (ACS). The contractor will establish and implement a post-wide volunteer program to include needs assessments, resource identif ication and compilation, placement, referral, training, and program publicity as specified in AR 608-1. C.1.1.2. The Contractor shall provide a Program Manager to work 40 hours per week, less 10 approved U.S holidays and 10 days of personal time with prior approval of the Contracting Officer's Representative (COR). C.1.1.3. Services shall normally be 0800 to 1645, Monday through Friday; however, the nature of the service requires flexibility in the work scheduling. Specific hours to be worked will be specified by the COR. The hours can be evenings and weekends on occasion depending on the schedule of family support groups and volunteer recognitions. Requests for schedule revision based on duty requirements should be submitted to the COR at least three days in advance. C.1.1.4. Services will be available to volunteer organizations approved for active participation on Fort Monmouth. C.1.2. PERSONNEL. The Contractor should have the following knowledge, skills, and abilities (KSA) and other qualities. C.1.2.1. The ability to plan, manage, and coordinate the work of others. C.1.2.2. The ability to communicate effectively both verbally and in writing. Demonstrated ability to write articles for public information and dissemination such as news articles, pamphlets, instructive items for classes, write award citations, etc. C.1.2.3. An in-depth knowledge of the military system and military life-style. C.1.2.4. Knowledge of installation-level volunteer activities and program requirements to include practices and problems in volunteer recruitment and retention. C.1.2.5. Knowledge of all ACS programs (CAFAP, RAPINR, FAP, FMEAP, Outreach), ability to determine individual soldier/family needs and relate them to specific facets of the ACS program. C.1.2.6. The ability to develop programs from conception to implementation in a military setting. C.1.2.7. The knowledge of the principles, methods, and techniques of interviewing. C.1.2.8. The skill to analyze, organize, and report relevant volunteer program information and to u tilize information in planning programs and goals. C.1.2.9. Two/three years of related practice and training in volunteerism in a military environment. C.1.2.10. Demonstrated ability to speak well before diverse audiences. C.1.2.11. Ability to network with professional volunteer administrators and volunteer agencies locally and nationally. C.1.2.12. Knowledge of Army Family Team Building (AFTB) and be available to train others locally, as needed. C.1.3. SECURITY REQUIREMENTS. The Contractor shall not have access to any documents or information with a higher priority classification than For Official Use Only. C.1.4 CONFIDENTIALITY. Strict confidentiality shall be maintained regarding any personal information of volunteers; this would include social security numbers, telephone numbers, and interview information. File cabinets will be used for security. C.1.5. QUALITY ASSURANCE. Contractor shall establish a quality control program to ensure that the requirements of the contract are accomplished as specified. The initial plan shall be presented to the COR within 30 days of contract award for information and approval. Subsequent modification shall be made as required or to respond to concerns of the COR. Quality controls will include as a minimum a method of obtaining feedback from volunteers and volunteer agencies. C.1.6 PHYSICAL SECURITY. Contractor shall establish and implement methods to insure the physical security of all U.S. Government property and facilities. The methods established shall be in accordance with locally directed physical security and internal control procedures. Access to facilities shall be limited to persons authorized by the local commander. C.1.7. SAFETY. The Contractor shall be aware of local safety requirements to ensure that all reasonable efforts are made to protect all persons from harm and U.S. property from damage. C.2. ACRONYMS. C.2.1. YS Youth Services C.3. GOVERNMENT FURNISHED PROPERTY. The Government will provide to the Contractor the following property for use in connection with this contract: C.3.1. Building - sufficient office space for one person plus additional space as needed and as facilities allow. C.3.2. Access to class A telephone to be shared with other staff. C.3.3. Heat, light, and other utilities. C.3.4. One typewriter for contractor utilization, and sharing of other office equipment including a computer with printer and appropriate software, and supplies as needed and available. C.3.5. Standard U.S. Army and Government standard forms and regulations as requested. C.3.6. Office furniture to include desk, chair, filing cabinet, book- case, computer accommodation, and storage space. C.3.7. Printing of special forms and materials as needed and approved for use by the Printing and Publications Office. C.4. CONTRACTOR-FURNISHED PROPERTY. The contractor shall not be required to furnish any property or materials relevant to this contract but shall be responsible for receiving, caring for, accounting for, and returning any government-furnished property. The Contractor shall familiarize him/herself with the proper care and use of the government property furnished. The operation of any necessary equipment, to include training aids, within the services to be delivered hereunder shall be at no additional cost to the government property to better accomplish the scope of the contract to the COR. C.5. SPECIFIC TASKS. C.5.1. Develops, coordinates, and implements the Fort Monmouth Installation Volunteer Program designed to promote all aspects of volunteerism on the installation. C.5.2. Assesses the needs of both user agency and potential volunteers through survey tools, interviews, and research of similar pro- grams at other installations and in the civilian sector. Ana- lyzes the results and develops annual program implementation goals with milestones. Organizes and chairs an advisory group of active volunteer managers from the military community at least quarterly to identify volunteer issues in the community, discuss common problems, and to share successful program techniques. C.5.3. Compiles military and civilian volunteer resources into a centralized resource file. Establishes a working relationship with military and civilian agencies that accept volunteers to develop a centralized job-bank of volunteer job vacancies. Conducts initi al volunteer job placement interviews. Registers, selects, and refers clients to volunteer vacancies based on an assessment of the client's interests, skills, and prior experience. Assesses the adequacy of placement for the agencies and for the volunteer s. Plans strategies to expand recruitment efforts into non-traditional areas. C.5.4. Participates in various meetings and councils to ensure that volunteer programs are recognized as a valuable community asset. Plans and coordinates the implementation of volunteer recognition events and public awareness efforts to promote volunteerism, and informs the community of volunteer opportunities using media publicity. C.5.5. Composes and prepares a variety of correspondence and reports. Collects and analyzes program statistical data to fulfill requirements and evaluate program elements. Presents programs and briefings on volunteerism as required. Serves as a liaison with private, state, and national agencies to keep current on volunteer issues and to identify volunteer opportunities. C.5.6. Maintenance of records shall be in accordance with AR 340-2 1. Files shall be available to the COR upon request. A statement of services provided will be provided monthly to the COR by the Contractor. C.5.7. Attend volunteer training and community liaison activities insofar as training and travel funds permit. C.5.8. Attend cross-training workshops for other ACS programs; provide IVC cross training to other ACS program providers. C.5.9. Develop, update, and maintain a local Standard Operating Pro- cedure for IVC awards, panel selection guidelines, and other programs. C.5.10. Organize coordinate and market a recognition program to include a reception, certificates and plaques to be awarded, and mementos. This may include the design and layout of programs, awards, posters, and gifts. Write articles and publicity for on and off -post publication as appropriate. C.5.11. Develop and create family support training and a leadership training guide. C.5.12. The Program Manager shall act as a Unit Service Coordinator to individual units as determined by the COR. C.6. Provide statistical tracking of single contacts, client profile, and services offered on a monthly basis to COR. Written report will be provided not later than the 15th of the next month. C.7.2. Provide statistical tracking of single contacts, client profile, and services offered as an annual report by October 15. C.7.3. Provide weekly program significant events to COR (day to be designated by COR). C.7.4. Provide COR with materials list of supplies and materials that would enhance Fort Monmouth's IVC. C.7.5. Furnish COR with information packet for Volunteer Reception to include activities, displays, awards and recognition. C.7.6. Provide narratives for awards above the local post level for processing and signatures. C.7.7. Provide After Action Report within 30 days of Volunteer Week. C.7.8. Provide minutes of Installation Volunteer Organizations Council (IVOC) meetings for Garrison Commander's approval. C.7.9. Offer training and workshops and act as resource to Family Support Group Leaders. C.7.10. Furnish updated SOP to COR within 30 days of award of contract. Review SOP Quarterly. INSTRUCTIONS TO OFFERORS PROPOSAL SUBMISSION 1. Offers will be received no later than Wednesday 01 June 2005 4:00 PM. Proposal may be submitted electronically to: Joanne.Botwinick @us.army.mil The contract period is approximately for a Base Year 01 July 2005 through 30 June 2006 with 4 Option Years and subject to the availability of funds. 2. The following is to be submitted as part of your offer: a. Resume: A one-page document, which identifies education, a nd 1 year of developing, coordinating, and administering a comprehensive program designed to promote all aspects of Volunteerism in Army Community Services (ACS) and on the installation. b. Three References: References can be personal references or professional references family members are excluded. Reference information shall include name, address, telephone number, and an indication that the reference is personal or professional. The Government may contact these references with regard to past performance. c. Prices: Include prices for the base period and the 4 option years. 3. Evaluation of Proposals: Technical and Past Performance when combined are greater than the cost factor.
