- The 36th Contracting Squadron, Andersen AFB, Guam announces the solicitation of the Simplified Acquisition of Base Engineer Requirements (SABER) project. Proposals are solicited for performance of a broad range of maintenance, repairs and minor construction work on real property at Andersen AFB, Guam and its associated sites. The work is required in support of the 36 Mission Support Group/CES, Base Civil Engineerign (BCE) activities. The project when awarded will be an Indefinite Delivery/Indefinite Quantity type contract and will include a wide range of individual construction tasks as listed in the MEANS Cost Estimating System. During the construction period, BCE will identify construction tasks and Operational Contracting will negotiate and issue individual task orders to the Contractor. The Contractor is required to furnish all materials, equipment, labor, supervision and other incidentals required to complete the project. The Contractor is required to provide and maintain a management office at Andersen AFB, Guam. Individual projects would vary in size and complexity to include a variety of task such as carpentry, masonry, plumbing, welding, electricals, sheet metals, etc. This announcement is 100% Set Aside for Small Business Concerns. The NAICS for this acquisition is 238220 with a size standard of $28.5 MIL. The minimum guarantee is $100,000.00 for the life of the contract with an unguaranteed maximum of $30,000,000.00 for the life of the contract. The contract when awarded would have a Base Period (from Award date to 31 December 2005) and Four Option Periods consisting of twelve months each. Solicitation issuance is tentatively scheduled for 31 May 2005. Contract award would be based on best value using Past Performance Trade-off (PPT) procedures.
