- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FA4621-05-Q-0013 is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2001-26. This acquisition is reserved for small businesses. The associated NAICS code for this acquisition is 327999 small business size standard is 500 employees. McConnell AFB KS plans to acquire the following items: Line item #1: One (1) each Fiberglass training mat assembly (second: cosmetic flaws, but structurally sound), Training mat assembly include 2 each training folded fiberglass mats, has three (3) lower joining bushings installed in four of the 6? panels to assist in refolding. Also includes 2 each (24? x 2?) joining panels and 2 each (30? x 2?) joining panels used to join the folded fiberglass mats. NSN 5680-01-354-8331, Rapid Mat part number: 9139635 or equal. Line item #2: One (1) each Mat support Kit-A, tools, mat support tool kits A, the tool kit consists of a large metal folder fiberglass mats tool kit container loaded with tools and items used in folder fiberglass mats. NSN 5680-01-372-3245, Rapid mat part number: 91399644 or equal. Line item #3: One (1) each B-1 anchor bolts (B-1 kit), B-1 anchor bolts concrete rock bolt 5 to 6 inches by ? inch. NSN 5340-01-371-2434, Rapid Mat part number: RM34550, ? kits of 180 anchor bolts (1 steel container) or equal. Line item #4: One (1) each B-2 Anchor bolts (B-2 kit), concrete rock bolt 9 ? to 10 ? inches by ? inch. NSN 5340-01-364-2009, Rapid Mat part number: RM34950, ? kit of 180 anchor bolts (2 steel containers) or equal. Line items #5: One (1) each Bushing pack, upper joining bushing, Steel bushing, plated, with bolt installed. Installs through folded fiberglass mat edge-hole into fixed lower joining bushing of joining panel when joining the two mats NSN 3120-01-369-5950, Rapid Mat part number: 9139654 or equal. Line item #6: One (1) each Bushing pack, anchor bushing. Steel bushing, plated. Bushing for anchor bolts to anchor folder fiberglass mat to runway. NSN 3120-01-369-5952. Rapid Mat part number: 9139653 or equal. Please quote FOB destination. The following provisions in their latest editions apply to this solicitation: FAR 52.212-l, Instructions to Offerors, Commercial. FAR 52.212-2, Evaluation, Commercial Items (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor will be used to evaluate offers: Price and technical specifications. Price will be weighed more than technical specifications. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. FAR 52.212-3, Offerors Representations and Certifications, Commercial Items (offeror shall complete these on-line at www.bpn.gov/orca), FAR 52.212-4, Contract Terms and Conditions, Commercial Items. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders. The offeror shall include, as part of their offer, a completed DFARS 252.225-7000, Buy American Act ? Balance of Payments Program Certificate. Additional FAR clauses cited within the above clauses, which are applicable, will be incorporated into the resulting contract. Award will be made to the most responsive offeror proposing the items determined to be the most advantageous to the government in accordance with the evaluation factors listed above.
