- Services to provide, operate, and maintain a cross-country pipeline system capable of transferring 1.5 million US gallons of JP8 in 24 hours from Defense Fuel Supply (DFSP) Umm Sa'id to Al Udeid Air Base (AUAB) storage. This pipeline and associated pumping stations will also require smart pig launch and recovery sytems, cathodic protection, leak detection system, and in-line sampling connections. The entire pipeline system be designed to withstand surge pressures created by accelerated shut down by receipt filter separators for excessive water or high differential pressure readings. Performance Period: May 1, 2006 through August 4, 2008 with three five-year options to renew. Under the authority of FAR 6.302, this requirement has been identified for non-competitive contract action. DESC intends to enter into a contractual agreement with Caltex Alkhalij as the requirement must be sourced from Qatar. Other interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publicatin of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
