Description
The U.S. Department of Transportation, Federal Highway Administration (FHWA) Office of Operations and the Office of Planning, Environment, and Realty will be seeking proposals to conduct a project to develop reference and resource materials designed to assist planners and operations professionals apply and use existing transportation planning and operations analysis tools, methods, and modeling techniques for considering investments in transportation systems management and operations. The project will provide useful, practical, and innovative information on the use of existing transportation analysis techniques to State and local agencies that will enable both the planners and operations managers to better analyze, evaluate, and report the value of operational actions and long-term operations projects. The main objectives of this project will be to: (1) synthesize current practices in the use and application of technical tools and methods for the planning–level analysis and evaluation of operations improvements; (2) provide information, direction, and benefits on innovative applications and methods that are possible in the use of existing technical tools that hold potential for improving the manner in which operational improvements are planned, analyzed, evaluation, and reported; (3) study, in real world settings, the application and use of the innovative applications and methods used for planning analysis and evaluation of operations improvements; and (4) develop reference and resource materials, in easy to follow formats, that will be designed to stimulate interest and motivate action. It is expected that the project will have a duration of 18 months. The FULL AND OPEN Request for Proposals (RFP) will be published on the Electronic Posting System (EPS) at HTTP://WWW.EPS.GOV. THERE IS NO INCUMBENT CONTRACTOR. The FHWA anticipates award of one cost plus fixed fee contract. Since The ENTIRE RFP will be published on the Electronic Posting System (EPS) at HTTP://WWW.EPS.GOV, all prospective Offerors are instructed to obtain the RFP from this source. The FHWA does not plan to issue any HARD copies of the RFP to any prospective Offeror. Prospective Offerors are instructed not to send letters, faxes or e-mails requesting the RFP. Telephoned, e-mailed and faxed requests for the RFP will not be accepted. Any subsequent amendments to the RFP will likewise be published on the EPS at the Internet address referenced above. The U.S. Department of Transportation, Federal Highway Administration does not plan to mail out copies of any such Amendments. It shall be the responsibility of each prospective Offeror to closely and frequently monitor the EPS for any possible Modifications. It is currently estimated that the RFP will be posted on the EPS by April 08, 2005. The RFP will state the actual deadline for the submission of competing Proposals. Offerors are requested to closely monitor the EPS for a possible special announcement regarding this procurement*** NOTE: THIS NOTICE MAY HAVE POSTED ON WWW.FEDBIZOPPS.GOV ON THE DATE INDICATED IN THE NOTICE ITSELF (08-MAR-2005).
