- NASA/GSFC has a requirement under Request for Quotation # NNG05110393Q for Frangibolt parts to be issued on a sole source basis. NASA/GSFC intends to purchase the items from Tini Aerospace, Inc under the authority of 10 U.S.C 2304(c)(1), Only One Responsible Source. The Government requires the following: 1. (7) each - Frangibolt Actuators 2. (10)each - 1/4 inch Frangibolt Locknuts 3. (10)each - 1/4 inch Frangibolt Washers 4. (60)each - 1/4 inch Frangibolt Fasteners 5. (1) each - 1/4 inch Frangibolt Compression Tool 6. (10)each - Frangibolt Switch Washers The Frangibolt parts is used as the release actuator in the Hubble Robotic Vehicle (HRV)Orbital replacement unit Tool Change-out Mechanism (OTCM) restraint system. This is the only company in the United States that makes the required parts. There are no similar parts on the market. The Government intends to acquire a commercial item using FAR Part 12. [If the acquisition is noncompetitive, and less than $100K and/or is for a commercial item or services do not include note 22. Include the following:] Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. E.S.T on May 26, 2005 by COB. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
